5	5	WHEREAS, Residents of Laredo lost a dedicated civic leader
6	6	and cherished friend with the passing of Francisco Javier
7	7	Montemayor, Sr., on July 4, 2008, at the age of 63; and
8	8	WHEREAS, A native of Laredo, Javier Montemayor attended local
9	9	public schools before earning a bachelor's degree from Texas A&M
10	10	University--Kingsville and a master's degree from Texas A&M
11	11	International University; answering his nation's call to duty, he
12	12	was commissioned a lieutenant in the United States Army in 1968, and
13	13	served a two-year tour during the Vietnam conflict; at the time of
14	14	his retirement from the armed forces, he held the rank of lieutenant
15	15	colonel; and
16	16	WHEREAS, In the 1970s, Mr. Montemayor worked for the Laredo
17	17	Independent School District as an ROTC drill instructor and as a
18	18	counselor at the veterans affairs office, assisting area veterans
19	19	in pursuit of higher-education opportunities; and
20	20	WHEREAS, After he graduated from the Thurgood Marshall School
21	21	of Law at Texas Southern University in 1982, Mr. Montemayor went to
22	22	work as an assistant district attorney for Webb and Zapata Counties
23	23	and later as an associate municipal court judge for the City of
24	24	Laredo; in 1986, he was appointed by the Webb County Commissioners
25	25	Court to establish the Webb County public defenders office, which
26	26	he launched in 1988; a tireless advocate for those who could not
27	27	afford legal counsel, Mr. Montemayor motivated his staff to follow
28	28	his example, and the county agency grew considerably under his
29	29	skilled leadership; highly respected in the legal community, Mr.
30	30	Montemayor directed the public defenders office until he retired in
31	31	2005 to enter private practice; through the years, he maintained
32	32	professional affiliations with the Laredo-Webb County Bar
33	33	Association, the State Bar of Texas, and the Texas Criminal Defense
34	34	Lawyers Association; and
35	35	WHEREAS, This esteemed Texan was an avid hunter and horseman
36	36	who loved spending time on his ranch, and he took great pleasure in
37	37	entertaining his friends and family by singing and playing the
38	38	guitar; held in deep affection for his generous spirit and
39	39	readiness to extend a helping hand to others, he also contributed to
40	40	numerous organizations, including the American Legion, the League
41	41	of United Latin American Citizens, and the Washington's Birthday
42	42	Celebration Association; and
43	43	WHEREAS, Javier Montemayor believed in protecting the rights
44	44	of the underrepresented and less privileged members of his
45	45	community, and he leaves behind a legacy of public service that will
46	46	continue to inspire all those who were fortunate enough to know him;
47	47	now, therefore, be it
48	48	RESOLVED, That the House of Representatives of the 81st Texas
49	49	Legislature hereby pay tribute to the life of Francisco Javier
50	50	Montemayor, Sr., and extend sincere sympathy to the members of his
51	51	family: to his wife of more than 40 years, Catalina Montemayor; to
52	52	his sons, Javier, Tony, and Marco Montemayor; to his grandchildren,
53	53	Jennifer, Valerie, Tony, Mia, Alexandra, and Marco; and to his
54	54	other relatives and many friends; and, be it further
55	55	RESOLVED, That an official copy of this resolution be
56	56	prepared for his family and that when the Texas House of
57	57	Representatives adjourns this day, it do so in memory of Francisco
58	58	Javier Montemayor, Sr.
