5	5	WHEREAS, The Honorable Bill Freeman is retiring as Cooke
6	6	County judge on May 29, 2009, having served with distinction for
7	7	eight years; and
8	8	WHEREAS, A native of southern Oklahoma, Judge Freeman holds a
9	9	degree in criminal justice; before taking office as county judge,
10	10	he served for more than two decades as a justice of the peace for
11	11	Precinct 1 and was named Judge of the Year by the State of Texas
12	12	Justice of the Peace Association; and
13	13	WHEREAS, Judge Freeman has overseen numerous important
14	14	projects, among them the construction of three new EMS stations and
15	15	a 212-bed jail, which houses new offices for the sheriff and justice
16	16	of the peace, as well as the purchase and remodeling of the Dixon
17	17	Street Courthouse Annex Building; also during his tenure, the
18	18	courthouse underwent a multimillion-dollar restoration with grants
19	19	from the Texas Historical Commission, and he directed the
20	20	institution of such technological advances as a county website,
21	21	high-speed Internet accessibility throughout the courthouse, and
22	22	credit card fine payment systems for many county offices; through
23	23	his sound fiscal management, the county has maintained a positive
24	24	cash balance fund; and
25	25	WHEREAS, Deeply committed to civic life, Judge Freeman serves
26	26	in such key roles as vice chair of the Texas Association of Counties
27	27	Workers Compensation Trust Board, president of the Texoma Area
28	28	Solid Waste Authority, and president of the Texoma Council of
29	29	Governments; he is a former president of the Justice of the Peace
30	30	and Constables Association of Texas, the Gainesville Optimist Club,
31	31	and the North Texas Justice of the Peace and Constables
32	32	Association, and a former vice president of the Texas Association
33	33	of Counties; and
34	34	WHEREAS, This esteemed public servant shared his knowledge
35	35	and expertise as a faculty member for the Texas Justice Court
36	36	Training Center, for North Central Texas College, and for a number
37	37	of commissions and organizations; moreover, he is a valued member
38	38	of Hillcrest Church of Christ; and
39	39	WHEREAS, In addition to his myriad community
40	40	responsibilities, Judge Freeman is a businessman with a farming and
41	41	ranching operation near Marietta, Oklahoma; his retirement will
42	42	allow him more time to spend at the ranch and with his family, which
43	43	includes his wife, Rae Freeman, and their 8 children, 18
44	44	grandchildren, and 2 great-grandchildren; and
45	45	WHEREAS, Bill Freeman has enhanced the quality of life in
46	46	Cooke County through his vision and skillful leadership, and his
47	47	many significant achievements will continue to benefit his fellow
48	48	citizens for years to come; now, therefore, be it
49	49	RESOLVED, That the House of Representatives of the 81st Texas
50	50	Legislature hereby congratulate Judge Bill Freeman on his
51	51	retirement and extend to him best wishes for continued success and
52	52	happiness; and, be it further
53	53	RESOLVED, That an official copy of this resolution be
54	54	prepared for Judge Freeman as an expression of high regard by the
55	55	Texas House of Representatives.
