 R E S O L U T I O N
 WHEREAS, For 20 years, Frank Torres has served as director of
 Willacy County Emergency Medical Services, and throughout his
 notable tenure, he has played a vital role in preserving the health
 and safety of the citizens of his community; and
 WHEREAS, A native of Raymondville, Mr. Torres started his
 career as a leather craftsman and bootmaker in his family's
 business; in 1987, Mr. Torres began working as a volunteer
 emergency medical technician with Willacy County EMS, and two years
 later he became director of the service; and
 WHEREAS, This dynamic public servant has helped the county
 EMS grow from a 12-member volunteer service with two vehicles to a
 24-hour mobile intensive care unit with a fleet of five vehicles and
 a staff of 32 full-time and volunteer employees; he has also helped
 lead the effort to construct the new EMS Central Station, which will
 be completed by midsummer of 2009; and
 WHEREAS, Since 1989, Mr. Torres has further served his
 community as a member of the Raymondville Volunteer Fire
 Department; he has been the department's training coordinator and
 assistant fire chief, and he became the fire chief in 2008; that
 same year, he was named the Willacy County emergency management
 coordinator; and
 WHEREAS, Mr. Torres was appointed to the Texas Emergency
 Services Retirement System Board of Trustees in 1996 by Governor
 George W. Bush, and he now serves that organization as its chair; he
 also serves on the Trauma Regional Advisory Council, the Texas EMS
 Advisory Council, and the Governor's EMS and Trauma Advisory
 Council; in 1993, he was named the Texas Department of Health EMS
 Administrator of the Year; and
 WHEREAS, In addition to his professional responsibilities,
 this caring gentleman has also found time to serve his community as
 president of the Raymondville Rotary Club, a member of the
 Raymondville Planning and Zoning Commission, and a Fun Fiesta
 director for the Raymondville Chamber of Commerce; and
 WHEREAS, For more than 20 years, the people of Willacy County
 have benefited greatly from the dedication, professionalism, and
 vision of Frank Torres, and this outstanding Texan is indeed worthy
 of special recognition; now, therefore, be it
 RESOLVED, That the House of Representatives of the 81st Texas
 Legislature hereby commend Frank Torres on his exemplary public
 service and extend to him sincere best wishes for continued success
 and happiness; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Mr. Torres as an expression of high regard by the Texas
 House of Representatives.
