5	5	WHEREAS, Salvadore M. Hernandez has distinguished himself
6	6	during his eight-year tenure as a member of the board of trustees of
7	7	the San Antonio Water System (SAWS), and his exceptional service
8	8	has helped ensure a safe and reliable water supply for residents of
9	9	the San Antonio area; and
10	10	WHEREAS, First appointed to the board in 2001, Mr. Hernandez
11	11	was retained for a second four-year term in 2005 and is concluding
12	12	his service in 2009; during his time as a trustee, he contributed to
13	13	a number of major developments; SAWS added some 70,000 acre-feet of
14	14	water rights, constructed the second largest aquifer storage and
15	15	recovery project in the nation, and made substantial additions to
16	16	its infrastructure, which included building nearly 1,800 miles of
17	17	water and sewer lines; and
18	18	WHEREAS, The system's significant growth was further
19	19	reflected in the addition of 56,000 new water customers and 72,000
20	20	new sewer customers; to help meet the needs of the many people
21	21	served by SAWS, the board of trustees refined its water management
22	22	plan, and it helped establish a sound financial basis for the
23	23	utility that resulted in an improvement in the SAWS bond rating;
24	24	moreover, the system earned numerous awards for its performance,
25	25	including a commendation for the best tasting drinking water from
26	26	the Texas section of the American Water Works Association; and
27	27	WHEREAS, Mr. Hernandez draws on significant experience in the
28	28	field of public health; after working in the food production
29	29	industry, he spent six years with the San Antonio Metropolitan
30	30	Health District and, during that period, became a registered
31	31	professional sanitarian; in 1994, he joined the Texas Department of
32	32	Health, which later became the Texas Department of State Health
33	33	Services, where he has worked as a chief sanitarian and as a program
34	34	administrator and presently devotes his efforts to the agency's
35	35	Health Service Region 8; and
36	36	WHEREAS, By contributing to the wise guidance of San
37	37	Antonio's water resources as a member of the SAWS board of trustees,
38	38	Sal Hernandez has helped further the city's present and future
39	39	prosperity, and he may take justifiable pride in a job well done;
40	40	now, therefore, be it
41	41	RESOLVED, That the House of Representatives of the 81st Texas
42	42	Legislature hereby commend Salvadore M. Hernandez for his
43	43	outstanding service as a member of the San Antonio Water System
44	44	board of trustees and extend to him sincere best wishes for
45	45	continued success; and, be it further
46	46	RESOLVED, That an official copy of this resolution be
47	47	prepared for Mr. Hernandez as an expression of high regard by the
48	48	Texas House of Representatives.
