5	5	WHEREAS, Rachael Elizabeth Flatt became the 2008 World Junior
6	6	Figure Skating Champion at the event held February 24 through March
7	7	2 in Sofia, Bulgaria; and
8	8	WHEREAS, Considered an underdog entering the World Juniors,
9	9	Ms. Flatt captured the championship by taking first place in the
10	10	free-skate competition while setting personal bests in the short,
11	11	long, and overall programs; moreover, she was graded highly on her
12	12	execution for nearly all elements of her routines, which
13	13	contributed to her win; and
14	14	WHEREAS, Ms. Flatt was skating by the time she was four years
15	15	old and won the U.S. National Novice title at age 12; she went on to
16	16	claim a silver medal in the Junior Ladies division at the 2006 U.S.
17	17	Figure Skating Championships, and in 2007 she won the Senior Ladies
18	18	titles at both regional and sectional competitions; her
19	19	international debut as a junior came in her victorious performance
20	20	at the International Challenge Cup in March 2007; and
21	21	WHEREAS, Born in California, Ms. Flatt now resides in
22	22	Colorado Springs, Colorado, where she trains with coaches Tom
23	23	Zakrajsek and Becky Calvin; she is a junior at Cheyenne Mountain
24	24	High School, where she maintains a straight-A average, and she
25	25	plans to pursue a career in sports medicine; in her spare time, she
26	26	enjoys tennis, surfing, skiing, playing piano, and spending time
27	27	with her dogs, Lucy and Ethel; and
28	28	WHEREAS, The outstanding accomplishments of this highly
29	29	skilled athlete are a testament to her hard work and competitive
30	30	drive, and these attributes will continue to serve her well in all
31	31	of her future endeavors; now, therefore, be it
32	32	RESOLVED, That the House of Representatives of the 81st Texas
33	33	Legislature hereby congratulate Rachael Elizabeth Flatt on winning
34	34	the 2008 World Junior Figure Skating Championship and extend to her
35	35	best wishes for continued success; and, be it further
36	36	RESOLVED, That an official copy of this resolution be
37	37	prepared for Ms. Flatt as an expression of high regard by the Texas
38	38	House of Representatives.
