| 5 | 5 | | WHEREAS, Richard H. Garcia was sworn in for a second time as |

| 6 | 6 | | the mayor of Edinburg on May 12, 2009; and |
|---|
| 7 | 7 | | WHEREAS, Mayor Garcia first led the city between 2003 and |
|---|
| 8 | 8 | | 2006, and he ran unopposed for election in 2009, having |
|---|
| 9 | 9 | | demonstrated outstanding dedication to the prosperity of the city |
|---|
| 10 | 10 | | as president of the Edinburg Economic Development Corporation since |
|---|
| 11 | 11 | | the end of his first term; and |
|---|
| 12 | 12 | | WHEREAS, Emphasizing the need for teamwork and regional |
|---|
| 13 | 13 | | cooperation among neighboring cities, Mayor Garcia is a strong |
|---|
| 14 | 14 | | proponent of economic development and job creation; he also is |
|---|
| 15 | 15 | | committed to increasing green space, continuing airport |
|---|
| 16 | 16 | | enhancements, and establishing an arts and entertainment district |
|---|
| 17 | 17 | | that would connect The University of Texas--Pan American with |
|---|
| 18 | 18 | | downtown Edinburg; and |
|---|
| 19 | 19 | | WHEREAS, This dynamic Edinburg native has a long history of |
|---|
| 20 | 20 | | public service; after graduating from UTPA and earning his law |
|---|
| 21 | 21 | | degree at Texas Southern University, he served as Edinburg |
|---|
| 22 | 22 | | Municipal Judge for 3 years and was a county court of law judge for |
|---|
| 23 | 23 | | 16 years; in addition, he twice served as chair of the Texas Border |
|---|
| 24 | 24 | | Coalition and was appointed to the Texas Adult Probation |
|---|
| 25 | 25 | | Commission; and |
|---|
| 26 | 26 | | WHEREAS, The proud father of two daughters, Gina Garcia and |
|---|
| 27 | 27 | | Katherine Perez, Mayor Garcia is also a devoted grandfather to |
|---|
| 28 | 28 | | Richard and William Perez; and |
|---|
| 29 | 29 | | WHEREAS, Richard Garcia has outlined a clear vision for the |
|---|
| 30 | 30 | | future of Edinburg, and his expertise and skilled leadership will |
|---|
| 31 | 31 | | surely continue to benefit the community he is proud to call home; |

| 32 | 32 | | now, therefore, be it |

| 33 | 33 | | RESOLVED, That the House of Representatives of the 81st Texas |

| 34 | 34 | | Legislature hereby congratulate Richard H. Garcia on his 2009 |
