44 R E S O L U T I O N
55 WHEREAS, Joel T. Allison, president and chief executive of
66 Baylor Health Care System in Dallas, has received the 2008 Earl M.
77 Collier Award for Distinguished Health Care Administration from the
88 Texas Hospital Association; and
99 WHEREAS, Established in 1965, the Collier Award is the
1010 highest bestowed by the THA, one of the largest hospital
1111 associations in the country; the award acknowledges the leadership
1212 qualities exemplified by its namesake, who is regarded as the dean
1313 of hospital administration in Texas; and
1414 WHEREAS, Mr. Allison graduated from Baylor University and
1515 went on to earn a master's degree in health care administration from
1616 Trinity University, later also completing the advanced management
1717 program at Harvard Business School; he began his career in health
1818 care as an intern at Hendrick Medical Center in Abilene and within
1919 six years had risen to become executive vice president and chief
2020 operating officer; in 1981, he accepted a position in his native
2121 Missouri and began to build a reputation as an exceptionally able
2222 strategic manager in turnaround situations; and
2323 WHEREAS, After heading hospitals in Amarillo and Corpus
2424 Christi, Mr. Allison joined Baylor Health Care System in 1993 as
2525 senior executive vice president and chief operating officer; seven
2626 years later, he was promoted to the top post of this growing network
2727 of hospitals, primary and specialty care centers, and
2828 rehabilitation clinics; using his experience at the cutting edge of
2929 change, he has further developed Baylor's commitment to
3030 patient-focused health care and clinical enterprise; in addition to
3131 establishing a quality initiative for the system, which has more
3232 than 16,000 employees and 2,800 physicians, he has increased its
3333 emphasis on medical education and health care research; and
3434 WHEREAS, The numerous accolades accorded Mr. Allison include
3535 an honorary doctorate in humanities from Dallas Baptist University;
3636 Modern Healthcare has named him one of the "100 Most Powerful People
3737 in Healthcare" for the past four years and recognized him in 2005
3838 with the CEO IT Achievement Award; moreover, Baylor University
3939 selected him as its Distinguished Alumnus in 2004 and he has
4040 received the Leonard A. Duce Award from the Trinity University
4141 Healthcare Alumni Association; and
4242 WHEREAS, A fellow of the American College of Healthcare
4343 Executives, Mr. Allison serves on the Healthcare Leadership
4444 Council, the National Quality Forum, and the international board of
4545 United Surgical Partners; he also serves on numerous state and
4646 local boards for professional associations and civic
4747 organizations, among them VHA Texas, the Dallas Citizens Council,
4848 and the Dallas Regional Chamber; and
4949 WHEREAS, Joel Allison has demonstrated remarkable vision and
5050 skill throughout more than three decades as a health care
5151 administrator, and his energy, enthusiasm, and dedication to
5252 excellence are an inspiration to all; now, therefore, be it
5353 RESOLVED, That the House of Representatives of the 81st Texas
5454 Legislature hereby congratulate Joel Allison on receiving the 2008
5555 Earl M. Collier Award for Distinguished Health Care Administration
5656 from the Texas Hospital Association and extend to him sincere best
5757 wishes for continued success; and, be it further
5858 RESOLVED, That an official copy of this resolution be
5959 prepared for Mr. Allison as an expression of high regard by the
6060 Texas House of Representatives.
