 R E S O L U T I O N
 WHEREAS, The Honorable Samuel Loyd Neal, Jr., has ably served
 the residents of Nueces County as county judge since January 2007,
 and his knowledge and dedication have earned him widespread respect
 and appreciation; and
 WHEREAS, Judge Neal has long worked for the betterment of his
 community; elected mayor of Corpus Christi in 1997, he was
 reelected for his fourth and final term in April 2003; under his
 guidance, the city secured funding to increase crime prevention
 efforts as well as for street repairs, a multipurpose arena,
 Packery Channel, and the Bayfront Master Plan; and
 WHEREAS, Judge Neal has also benefited his fellow residents
 through his service as chair of the Corpus Christi Regional
 Economic Development Corporation, the Corpus Christi Chamber of
 Commerce, the Art Museum of South Texas, and the South Texas
 Homeport Committee; and
 WHEREAS, A graduate of Texas A&M University, Judge Neal
 earned his master of business administration from Texas A&I
 University in 1973; in addition to a notable career in the insurance
 industry that spanned more than 40 years, he has been an adjunct
 professor of insurance at Texas A&M University--Corpus Christi and
 served over three decades in the active Army and Army Reserve,
 retiring as a colonel in 1989; and
 WHEREAS, His exceptional military credentials earned Judge
 Neal appointment to the Texas Strategic Military Planning
 Commission by Governor George W. Bush and to the Texas Military
 Preparedness Commission by Governor Rick Perry; and
 WHEREAS, Deeply committed to the region he calls home, Judge
 Loyd Neal has contributed greatly to the quality of life in Nueces
 County, and his outstanding efforts are making a positive and
 lasting difference in the lives of countless people; now,
 therefore, be it
 RESOLVED, That the House of Representatives of the 81st Texas
 Legislature hereby commend the Honorable Samuel Loyd Neal, Jr., for
 his many years of public service and extend to him sincere best
 wishes for the future; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Judge Neal as an expression of high regard by the Texas
 House of Representatives.
