5 | 5 | | WHEREAS, The Honorable Samuel Loyd Neal, Jr., has ably served |

6 | 6 | | the residents of Nueces County as county judge since January 2007, |
---|
7 | 7 | | and his knowledge and dedication have earned him widespread respect |
---|
8 | 8 | | and appreciation; and |
---|
9 | 9 | | WHEREAS, Judge Neal has long worked for the betterment of his |
---|
10 | 10 | | community; elected mayor of Corpus Christi in 1997, he was |
---|
11 | 11 | | reelected for his fourth and final term in April 2003; under his |
---|
12 | 12 | | guidance, the city secured funding to increase crime prevention |
---|
13 | 13 | | efforts as well as for street repairs, a multipurpose arena, |
---|
14 | 14 | | Packery Channel, and the Bayfront Master Plan; and |
---|
15 | 15 | | WHEREAS, Judge Neal has also benefited his fellow residents |
---|
16 | 16 | | through his service as chair of the Corpus Christi Regional |
---|
17 | 17 | | Economic Development Corporation, the Corpus Christi Chamber of |
---|
18 | 18 | | Commerce, the Art Museum of South Texas, and the South Texas |
---|
19 | 19 | | Homeport Committee; and |
---|
20 | 20 | | WHEREAS, A graduate of Texas A&M University, Judge Neal |
---|
21 | 21 | | earned his master of business administration from Texas A&I |
---|
22 | 22 | | University in 1973; in addition to a notable career in the insurance |
---|
23 | 23 | | industry that spanned more than 40 years, he has been an adjunct |
---|
24 | 24 | | professor of insurance at Texas A&M University--Corpus Christi and |
---|
25 | 25 | | served over three decades in the active Army and Army Reserve, |
---|
26 | 26 | | retiring as a colonel in 1989; and |
---|
27 | 27 | | WHEREAS, His exceptional military credentials earned Judge |
---|
28 | 28 | | Neal appointment to the Texas Strategic Military Planning |
---|
29 | 29 | | Commission by Governor George W. Bush and to the Texas Military |
---|
30 | 30 | | Preparedness Commission by Governor Rick Perry; and |
---|
31 | 31 | | WHEREAS, Deeply committed to the region he calls home, Judge |
---|
32 | 32 | | Loyd Neal has contributed greatly to the quality of life in Nueces |
---|
33 | 33 | | County, and his outstanding efforts are making a positive and |
---|
34 | 34 | | lasting difference in the lives of countless people; now, |
---|
35 | 35 | | therefore, be it |

36 | 36 | | RESOLVED, That the House of Representatives of the 81st Texas |

37 | 37 | | Legislature hereby commend the Honorable Samuel Loyd Neal, Jr., for |
