5 | 5 | | WHEREAS, Jeanne Collins of El Paso is the 2009 recipient of |

6 | 6 | | the Sarah T. Hughes Women Lawyers of Achievement Award; and |
---|
7 | 7 | | WHEREAS, Given by the Women and the Law Section of the State |
---|
8 | 8 | | Bar of Texas, this accolade recognizes Jeanne "Cezy" Collins for |
---|
9 | 9 | | her work to advance women's issues and enhance the legal |
---|
10 | 10 | | profession; Ms. Collins has spearheaded such efforts as a statewide |
---|
11 | 11 | | survey for Texas Women Lawyers on the maternity leave policies of |
---|
12 | 12 | | various law firms, through which she demonstrated the difficulty |
---|
13 | 13 | | that women face in balancing their roles as mothers and lawyers, as |
---|
14 | 14 | | well as the challenge of retaining women within the industry; and |
---|
15 | 15 | | WHEREAS, Ms. Collins grew up with the desire to defend the |
---|
16 | 16 | | rights of underrepresented groups, and she knew from an early age |
---|
17 | 17 | | that she wanted to practice law; she went on to graduate from the |
---|
18 | 18 | | University of Southern California in 1986, and she earned a law |
---|
19 | 19 | | degree from the University of Arizona in 1991; she moved to El Paso |
---|
20 | 20 | | in 1993 to work for Texas RioGrande Legal Aid, and she later joined |
---|
21 | 21 | | the El Paso County Attorney's office, becoming the division chief |
---|
22 | 22 | | of the civil litigation and family violence units; in 2000, she |
---|
23 | 23 | | accepted a position as a commercial litigator with one of El Paso's |
---|
24 | 24 | | oldest firms, Kemp Smith; and |
---|
25 | 25 | | WHEREAS, A partner at her firm specializing in copyright and |
---|
26 | 26 | | trademark matters, Ms. Collins still finds the time to devote to |
---|
27 | 27 | | numerous professional organizations, including Texas Women Lawyers |
---|
28 | 28 | | and the El Paso Women's Bar Association; she has also served as the |
---|
29 | 29 | | El Paso area director for the State Bar of Texas, as a vice |
---|
30 | 30 | | president of the National Conference of Women's Bar Associations |
---|
31 | 31 | | and of the El Paso Bar Foundation, and as president of the National |
---|
32 | 32 | | Foundation for Women's Bar Associations, and she was appointed to |
---|
33 | 33 | | the Texas Access to Justice Commission; and |
---|
34 | 34 | | WHEREAS, Over the course of her outstanding career, Jeanne |
---|
35 | 35 | | Collins has demonstrated the utmost dedication to her profession |
---|
36 | 36 | | and to her community, and she has garnered the lasting respect and |
---|
37 | 37 | | admiration of her colleagues and fellow citizens alike; now, |

39 | 39 | | RESOLVED, That the House of Representatives of the 81st Texas |

40 | 40 | | Legislature hereby congratulate Jeanne Collins on her receipt of |

41 | 41 | | the 2009 Sarah T. Hughes Women Lawyers of Achievement Award and |

42 | 42 | | extend to her sincere best wishes for continued success and |
