| 5 | 5 | | WHEREAS, The Honorable David Cobos of Midland County has been |

| 6 | 6 | | named Judge of the Year for 2009 by the West Texas Justices of the |
|---|
| 7 | 7 | | Peace and Constables Association; and |
|---|
| 8 | 8 | | WHEREAS, This dedicated public servant has been justice of |
|---|
| 9 | 9 | | the peace for Precinct 2 since 1997, and over the course of his |
|---|
| 10 | 10 | | tenure he has worked diligently to curb truancy in local schools; he |
|---|
| 11 | 11 | | has also served as legislative committee chair of the West Texas |
|---|
| 12 | 12 | | Justices of the Peace and Constables Association; and |
|---|
| 13 | 13 | | WHEREAS, A native of the El Paso area, Judge Cobos attended |
|---|
| 14 | 14 | | Hardin-Simmons University and joined the Midland County Sheriff's |
|---|
| 15 | 15 | | Office in 1979; he helped to found the Midland Crime Stoppers |
|---|
| 16 | 16 | | organization and served as the director of Texas Crime Stoppers in |
|---|
| 17 | 17 | | Austin during the administrations of Governors Bill Clements, Ann |
|---|
| 18 | 18 | | Richards, and George W. Bush; and |
|---|
| 19 | 19 | | WHEREAS, Judge Cobos embodies the highest ideals of his |
|---|
| 20 | 20 | | office, and through his efforts in behalf of his fellow Texans, he |
|---|
| 21 | 21 | | has rendered immeasurable service to his community; now, therefore, |
|---|
| 22 | 22 | | be it |

| 23 | 23 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 24 | 24 | | Legislature hereby congratulate Midland County justice of the peace |
|---|
| 25 | 25 | | David Cobos on his selection as the 2009 Judge of the Year by the |

| 26 | 26 | | West Texas Justices of the Peace and Constables Association and |

| 27 | 27 | | extend to him sincere best wishes for continued success with his |
