H.R. No. 2796 R E S O L U T I O N WHEREAS, Charles Harris of Midland County has been named Constable of the Year for 2009 by the West Texas Justices of the Peace and Constables Association; and WHEREAS, A native of Seymour, "Choc" Harris holds a bachelor's degree from Sam Houston State University and master's and doctoral degrees with highest honors from La Salle University; he served as a deputy sheriff in Midland and in Pecos and Cochran Counties before becoming a Midland County adult probation officer; and WHEREAS, He was appointed to serve as constable of Precinct 2 in 1999, and since that time he has played an invaluable role in the Midland County Justice Court Alternative Sentencing Program to curb truancy in schools; in addition, he has shared his leadership and expertise with the West Texas Justices of the Peace and Constables Association, serving the organization as president in 2002; and WHEREAS, Constable Charles Harris is an exemplary law enforcement officer, steadfast in the execution of his duties and dedicated to his community, and it is a pleasure to recognize him for his outstanding service in behalf of his fellow Texans; now, therefore, be it RESOLVED, That the House of Representatives of the 81st Texas Legislature hereby congratulate Charles Harris on his selection as the 2009 Constable of the Year by the West Texas Justices of the Peace and Constables Association and extend to him sincere best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Constable Harris as an expression of high regard by the Texas House of Representatives.
