5 | 5 | | WHEREAS, Tom Plumlee, director of the Tarrant County |
---|
6 | 6 | | Community Supervision and Corrections Department (CSCD), is |
---|
7 | 7 | | retiring in 2009 after devoting more than two decades to the adult |
---|
8 | 8 | | probation profession in Texas; and |
---|
9 | 9 | | WHEREAS, A summa cum laude graduate of Sam Houston State |
---|
10 | 10 | | University, Mr. Plumlee began his career as assistant city manager |
---|
11 | 11 | | in Canyon in 1974; he went on to contribute to the development of |
---|
12 | 12 | | the criminal justice system in Amarillo as director of regional |
---|
13 | 13 | | planning and program development for the Panhandle Regional Council |
---|
14 | 14 | | of Government; during his tenure, which spanned from 1978 to 1981, |
---|
15 | 15 | | he oversaw several federal and state programs, including those |
---|
16 | 16 | | related to criminal justice, in a 25-county area; and |
---|
17 | 17 | | WHEREAS, Mr. Plumlee later became a probation officer and |
---|
18 | 18 | | court officer for the Dallas County Probation Department before |
---|
19 | 19 | | advancing to the position of CSCD director for Potter, Randall, and |
---|
20 | 20 | | Armstrong Counties; in May 2001, he took over that role for Tarrant |
---|
21 | 21 | | County, where he currently serves with dedication and integrity; |
---|
22 | 22 | | and |
---|
23 | 23 | | WHEREAS, Considered one of the most progressive leaders in |
---|
24 | 24 | | the field of probation, Mr. Plumlee is an avid proponent of |
---|
25 | 25 | | evidence-based practices; moreover, he has always been open to new |
---|
26 | 26 | | ideas and approaches to management and corrections and is not |
---|
27 | 27 | | afraid to take risks; highly respected by his peers, he serves as a |
---|
28 | 28 | | mentor and role model to many probation professionals, and several |
---|
29 | 29 | | of his employees have gone on to become probation directors |
---|
30 | 30 | | themselves; and |
---|
31 | 31 | | WHEREAS, Mr. Plumlee has served as chair of the Adult |
---|
32 | 32 | | Legislative Committee for the Texas Probation Association for two |
---|
33 | 33 | | legislative sessions and as chair of the Probation Advisory |
---|
34 | 34 | | Committee, and he is a member of the American Probation and Parole |
---|
35 | 35 | | Association, the National Association of Probation Executives, and |
---|
36 | 36 | | the Texas Probation Association; and |
---|
37 | 37 | | WHEREAS, This esteemed public servant was recognized with the |
---|
38 | 38 | | Brian J. Kelly Award for Outstanding Administrative Achievement in |
---|
39 | 39 | | community corrections in 2003, the Sam Houston State University |
---|
40 | 40 | | Probation Executive of the Year Award from the National Association |
---|
41 | 41 | | of Probation Executives in 2007, and the Texas Probation |
---|
42 | 42 | | Association Charles W. Hawkes Lifetime Achievement Award in 2008; |
---|

---|
44 | 44 | | WHEREAS, Demonstrating exceptional skill and commitment |
---|
45 | 45 | | throughout his distinguished career, Tom Plumlee has provided |
---|
46 | 46 | | leadership, innovation, and a focus-driven planning process for |
---|
47 | 47 | | adult probation departments in Texas, and in so doing, he has had a |
---|
48 | 48 | | significant impact on the delivery of probation services in the |
---|
49 | 49 | | state; now, therefore, be it |
---|
50 | 50 | | RESOLVED, That the House of Representatives of the 81st Texas |
---|
51 | 51 | | Legislature hereby congratulate Tom Plumlee on his retirement from |
---|
52 | 52 | | the Tarrant County Community Supervision and Corrections |
---|
53 | 53 | | Department and extend to him best wishes for continued success and |
---|
54 | 54 | | happiness; and, be it further |
