 R E S O L U T I O N
 WHEREAS, John C. Padalino of El Paso has been appointed as a
 special assistant in the Rural Utilities Service of the United
 States Department of Agriculture; and
 WHEREAS, The son of Jerry and Priscilla Padalino, John
 Padalino was born on August 30, 1973, in Tucson, Arizona; because
 his father was a U.S. customs agent, he and his family lived in a
 number of border communities over the course of his youth; Mr.
 Padalino went on to earn a bachelor's degree in government from The
 University of Texas at Austin in 1995, and he worked as a
 water/wastewater treatment plant operator and volunteered as an
 adult literacy and GED course instructor before resuming his
 studies at Rutgers School of Law in Camden, New Jersey; and
 WHEREAS, An outstanding student, Mr. Padalino became the lead
 state constitutional law editor for the law review and was
 published in the Rutgers Law Journal, in addition to being named a
 Marshall-Brennan Fellow; he graduated with honors in 2003 and
 joined the firm of Kemp Smith as an associate; during his tenure
 with the firm, he has practiced environmental, administrative,
 public, and appellate law, as well as commercial litigation; and
 WHEREAS, In 2007, Mr. Padalino began volunteering with the
 Obama for America campaign; he helped establish the El Paso
 Grassroots for Obama organization, and in August 2008 he took leave
 from Kemp Smith to work as a field organizer for the Obama campaign
 through the November election; he has continued volunteering as a
 lead organizer for Congressional District 16; and
 WHEREAS, In addition to his political involvement, Mr.
 Padalino has served as chair of the Law Focused Education Committee
 of the State Bar of Texas, as a member of the Texas Association of
 Water Board Directors, as a board member for AVANCE El Paso, and as
 president of the Unitarian Universalist Community of El Paso; and
 WHEREAS, John Padalino has distinguished himself through his
 legal career and his civic engagement, and it is a pleasure to honor
 him on his latest achievement; now, therefore, be it
 RESOLVED, That the House of Representatives of the 81st Texas
 Legislature hereby congratulate John C. Padalino on his appointment
 as a special assistant in the Rural Utilities Service of the U.S.
 Department of Agriculture and extend to him sincere best wishes for
 continued success as he embarks on the next exciting chapter of his
 life; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Mr. Padalino as an expression of high regard by the
 Texas House of Representatives.
