44 R E S O L U T I O N
55 WHEREAS, John C. Padalino of El Paso has been appointed as a
66 special assistant in the Rural Utilities Service of the United
77 States Department of Agriculture; and
88 WHEREAS, The son of Jerry and Priscilla Padalino, John
99 Padalino was born on August 30, 1973, in Tucson, Arizona; because
1010 his father was a U.S. customs agent, he and his family lived in a
1111 number of border communities over the course of his youth; Mr.
1212 Padalino went on to earn a bachelor's degree in government from The
1313 University of Texas at Austin in 1995, and he worked as a
1414 water/wastewater treatment plant operator and volunteered as an
1515 adult literacy and GED course instructor before resuming his
1616 studies at Rutgers School of Law in Camden, New Jersey; and
1717 WHEREAS, An outstanding student, Mr. Padalino became the lead
1818 state constitutional law editor for the law review and was
1919 published in the Rutgers Law Journal, in addition to being named a
2020 Marshall-Brennan Fellow; he graduated with honors in 2003 and
2121 joined the firm of Kemp Smith as an associate; during his tenure
2222 with the firm, he has practiced environmental, administrative,
2323 public, and appellate law, as well as commercial litigation; and
2424 WHEREAS, In 2007, Mr. Padalino began volunteering with the
2525 Obama for America campaign; he helped establish the El Paso
2626 Grassroots for Obama organization, and in August 2008 he took leave
2727 from Kemp Smith to work as a field organizer for the Obama campaign
2828 through the November election; he has continued volunteering as a
2929 lead organizer for Congressional District 16; and
3030 WHEREAS, In addition to his political involvement, Mr.
3131 Padalino has served as chair of the Law Focused Education Committee
3232 of the State Bar of Texas, as a member of the Texas Association of
3333 Water Board Directors, as a board member for AVANCE El Paso, and as
3434 president of the Unitarian Universalist Community of El Paso; and
3535 WHEREAS, John Padalino has distinguished himself through his
3636 legal career and his civic engagement, and it is a pleasure to honor
3737 him on his latest achievement; now, therefore, be it
3838 RESOLVED, That the House of Representatives of the 81st Texas
3939 Legislature hereby congratulate John C. Padalino on his appointment
4040 as a special assistant in the Rural Utilities Service of the U.S.
4141 Department of Agriculture and extend to him sincere best wishes for
4242 continued success as he embarks on the next exciting chapter of his
4343 life; and, be it further
4444 RESOLVED, That an official copy of this resolution be
4545 prepared for Mr. Padalino as an expression of high regard by the
4646 Texas House of Representatives.
