5 | 5 | | WHEREAS, John C. Padalino of El Paso has been appointed as a |

6 | 6 | | special assistant in the Rural Utilities Service of the United |
---|
7 | 7 | | States Department of Agriculture; and |
---|
8 | 8 | | WHEREAS, The son of Jerry and Priscilla Padalino, John |
---|
9 | 9 | | Padalino was born on August 30, 1973, in Tucson, Arizona; because |
---|
10 | 10 | | his father was a U.S. customs agent, he and his family lived in a |
---|
11 | 11 | | number of border communities over the course of his youth; Mr. |
---|
12 | 12 | | Padalino went on to earn a bachelor's degree in government from The |
---|
13 | 13 | | University of Texas at Austin in 1995, and he worked as a |
---|
14 | 14 | | water/wastewater treatment plant operator and volunteered as an |
---|
15 | 15 | | adult literacy and GED course instructor before resuming his |
---|
16 | 16 | | studies at Rutgers School of Law in Camden, New Jersey; and |
---|
17 | 17 | | WHEREAS, An outstanding student, Mr. Padalino became the lead |
---|
18 | 18 | | state constitutional law editor for the law review and was |
---|
19 | 19 | | published in the Rutgers Law Journal, in addition to being named a |
---|
20 | 20 | | Marshall-Brennan Fellow; he graduated with honors in 2003 and |
---|
21 | 21 | | joined the firm of Kemp Smith as an associate; during his tenure |
---|
22 | 22 | | with the firm, he has practiced environmental, administrative, |
---|
23 | 23 | | public, and appellate law, as well as commercial litigation; and |
---|
24 | 24 | | WHEREAS, In 2007, Mr. Padalino began volunteering with the |
---|
25 | 25 | | Obama for America campaign; he helped establish the El Paso |
---|
26 | 26 | | Grassroots for Obama organization, and in August 2008 he took leave |
---|
27 | 27 | | from Kemp Smith to work as a field organizer for the Obama campaign |
---|
28 | 28 | | through the November election; he has continued volunteering as a |
---|
29 | 29 | | lead organizer for Congressional District 16; and |
---|
30 | 30 | | WHEREAS, In addition to his political involvement, Mr. |
---|
31 | 31 | | Padalino has served as chair of the Law Focused Education Committee |
---|
32 | 32 | | of the State Bar of Texas, as a member of the Texas Association of |
---|
33 | 33 | | Water Board Directors, as a board member for AVANCE El Paso, and as |
---|
34 | 34 | | president of the Unitarian Universalist Community of El Paso; and |
---|
35 | 35 | | WHEREAS, John Padalino has distinguished himself through his |
---|
36 | 36 | | legal career and his civic engagement, and it is a pleasure to honor |
---|
37 | 37 | | him on his latest achievement; now, therefore, be it |
---|
38 | 38 | | RESOLVED, That the House of Representatives of the 81st Texas |
---|
39 | 39 | | Legislature hereby congratulate John C. Padalino on his appointment |

40 | 40 | | as a special assistant in the Rural Utilities Service of the U.S. |

41 | 41 | | Department of Agriculture and extend to him sincere best wishes for |
