| 5 | 5 | | WHEREAS, Fire Marshal David Brannon and Deputy Fire Marshal |

| 6 | 6 | | Debbie Taylor of the Pasadena Fire Department have been recognized |

| 7 | 7 | | with the 2009 John R. Rauch Award from the Texas Chapter of the |
|---|
| 8 | 8 | | International Association of Arson Investigators; and |
|---|
| 9 | 9 | | WHEREAS, Awarded for excellence in arson investigation |
|---|
| 10 | 10 | | training and in the promotion of fire education, the Rauch Award was |
|---|
| 11 | 11 | | presented at the annual Texas Fire and Arson Investigators |
|---|
| 12 | 12 | | Conference in Austin on March 26, 2009; and |
|---|
| 13 | 13 | | WHEREAS, Marshal Brannon and Deputy Marshal Taylor received |
|---|
| 14 | 14 | | the award for their creation and implementation of a juvenile |
|---|
| 15 | 15 | | fire-setter intervention program in Pasadena; designed for youth |
|---|
| 16 | 16 | | who might have an unhealthy interest in fire, the program helps to |
|---|
| 17 | 17 | | divert these children from behavior that could endanger themselves |
|---|
| 18 | 18 | | or others; and |
|---|
| 19 | 19 | | WHEREAS, Participants in the program range in age from 3 to |
|---|
| 20 | 20 | | 17; after a child goes through an initial session with fire |
|---|
| 21 | 21 | | department staff, Deputy Marshal Taylor follows up with the child |
|---|
| 22 | 22 | | for a year; in the past five years, the program has boasted a 100 |
|---|
| 23 | 23 | | percent success rate in preventing risky or harmful behavior; and |
|---|
| 24 | 24 | | WHEREAS, With this innovative effort, David Brannon and |
|---|
| 25 | 25 | | Debbie Taylor have contributed greatly to the safety of their |
|---|
| 26 | 26 | | community, and they are indeed deserving of this prestigious |
|---|
| 27 | 27 | | recognition from their peers; now, therefore, be it |
|---|
| 28 | 28 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 29 | 29 | | Legislature hereby congratulate Pasadena Fire Marshal David |
|---|
| 30 | 30 | | Brannon and Deputy Fire Marshal Debbie Taylor on winning the John R. |
