5	5	WHEREAS, Dr. Elba Garcia, Dallas City Council member and
6	6	mayor pro tem, has been named the 2009 Woman of the Year by the
7	7	Women's Council of Dallas County; and
8	8	WHEREAS, A native of Mexico City, Dr. Garcia earned a
9	9	bachelor's degree in odontology from Universidad Autonoma
10	10	Metropolitana before immigrating to the United States and settling
11	11	in Dallas, where she went on to obtain a doctor of dental surgery
12	12	degree at the Texas A&M Health Science Center Baylor College of
13	13	Dentistry; she has since distinguished herself as a successful
14	14	dentist in private practice, as well as a visionary community
15	15	leader who was first elected to the Dallas City Council in 2001; and
16	16	WHEREAS, Representing District 1, Dr. Garcia has been
17	17	instrumental in the completion of several public projects,
18	18	including the Latino Cultural Center, for which she secured vital
19	19	funds; moreover, she has contributed to the crafting and
20	20	implementation of the Comprehensive Plan and to the development of
21	21	the city's current recycling program, and she worked with the
22	22	environmental committee to attain LEED certification for City of
23	23	Dallas buildings; she further serves her constituents as chair of
24	24	the public safety committee and the domestic violence task force,
25	25	as vice chair of the Trinity River committee, and as a member of the
26	26	housing committee and the finance, audit, and accounting committee;
27	27	and
28	28	WHEREAS, Dr. Garcia's efforts in behalf of her fellow
29	29	residents extend to her involvement in such organizations as the
30	30	Children's Medical Center of Dallas, the Greater Hispanic Chamber
31	31	of Commerce, the Dallas Assembly, and the Lake Cliff Neighborhood
32	32	Association; her dedication and generosity have been recognized
33	33	with numerous honors, including the Best Oak Cliff Public Servant
34	34	Award from the local chamber of commerce, the OHTLI Award from the
35	35	Institute of Mexicans Abroad, the 2008 Women of Spirit Award from
36	36	the American Jewish Congress, and the American Association of
37	37	University Women 100 Women of Distinction Award, among others; and
38	38	WHEREAS, In all of her endeavors, Dr. Garcia enjoys the love
39	39	and support of her husband, Domingo Garcia, a former Dallas city
40	40	councilman and state representative, and their two sons; and
41	41	WHEREAS, Dr. Elba Garcia has set an outstanding example of
42	42	public service to which others may aspire, and she may indeed take
43	43	pride in all that she has achieved for the city of Dallas and its
44	44	citizens; now, therefore, be it
45	45	RESOLVED, That the House of Representatives of the 81st Texas
46	46	Legislature hereby congratulate Dr. Elba Garcia on her selection as
47	47	the 2009 Woman of the Year by the Women's Council of Dallas County
48	48	and extend to her sincere best wishes for continued success; and, be
49	49	it further
50	50	RESOLVED, That an official copy of this resolution be
51	51	prepared for Dr. Garcia as an expression of high regard by the Texas
52	52	House of Representatives.
