| 5 | 5 | | WHEREAS, Project Arriba of El Paso hosted a celebration in |

| 6 | 6 | | honor of its spring and summer graduates on May 22, 2009; and |

| 7 | 7 | | WHEREAS, Incorporated in 1998, Project Arriba, or Advanced |
|---|
| 8 | 8 | | Retraining and Redevelopment Initiative in Border Areas, is a |
|---|
| 9 | 9 | | nonprofit group that focuses on economic and workforce development; |
|---|
| 10 | 10 | | the organization was designed as a comprehensive, integrated |
|---|
| 11 | 11 | | program of occupational, motivational, and workplace skills |
|---|
| 12 | 12 | | training and case management services for El Paso County residents, |
|---|
| 13 | 13 | | and it has been recognized among the top programs of its kind in the |
|---|
| 14 | 14 | | state and nation; and |
|---|
| 15 | 15 | | WHEREAS, Through partnerships with other community-based |
|---|
| 16 | 16 | | organizations, training institutions, and private corporations, |
|---|
| 17 | 17 | | Project Arriba seeks to develop a talent force that will meet the |
|---|
| 18 | 18 | | critical needs of employers in El Paso and the surrounding region, |
|---|
| 19 | 19 | | and thereby contribute to the area's economic growth and vitality; |
|---|
| 20 | 20 | | the program focuses on those industries that are in the highest |
|---|
| 21 | 21 | | demand, including nursing, health care, education, and information |
|---|
| 22 | 22 | | technology, and it emphasizes quality opportunities for long-term |
|---|
| 23 | 23 | | employment and strong compensation and benefits; moreover, the |
|---|
| 24 | 24 | | participants of Project Arriba are prepared for the challenges of |
|---|
| 25 | 25 | | tomorrow's global marketplace as they pursue rewarding career paths |
|---|
| 26 | 26 | | and become integral members of the El Paso business community; and |
|---|
| 27 | 27 | | WHEREAS, These outstanding Texans have demonstrated the |
|---|
| 28 | 28 | | utmost dedication and perseverance in completing the Project Arriba |
|---|
| 29 | 29 | | training program, and they may indeed reflect with great pride on |
|---|
| 30 | 30 | | their achievements as they embark on the next exciting chapter of |
|---|
| 31 | 31 | | their lives; now, therefore, be it |
|---|
| 32 | 32 | | RESOLVED, That the House of Representatives of the 81st Texas |

| 33 | 33 | | Legislature hereby congratulate the 2009 spring and summer |
