| 5 | 5 | | WHEREAS, Salvador Balcorta, the CEO of Centro de Salud |

| 6 | 6 | | Familiar La Fe in El Paso, is a nationally recognized community |
|---|
| 7 | 7 | | activist and Chicano civil rights leader; and |
|---|
| 8 | 8 | | WHEREAS, Mr. Balcorta has led La Fe since 1992, and under his |
|---|
| 9 | 9 | | visionary guidance the organization has evolved from a small health |
|---|
| 10 | 10 | | care clinic in a Mexican American barrio to a comprehensive health |
|---|
| 11 | 11 | | and human services organization; committed to improving the lives |
|---|
| 12 | 12 | | of border residents, Mr. Balcorta oversees an array of programs |
|---|
| 13 | 13 | | that are designed to promote total wellness, while honoring the |
|---|
| 14 | 14 | | culture and traditions of those being served; among these |
|---|
| 15 | 15 | | undertakings are a number of health care facilities, as well as a |
|---|
| 16 | 16 | | community development corporation, a charter school, a culture and |
|---|
| 17 | 17 | | technology center, and a policy research and education center; and |
|---|
| 18 | 18 | | WHEREAS, Raised in the barrio where La Fe originated and the |
|---|
| 19 | 19 | | holder of a master's degree in social work, Mr. Balcorta lectures |
|---|
| 20 | 20 | | across the country on health and social issues; he has also served |
|---|
| 21 | 21 | | on such panels as the U.S. Secretary of Health and Human Services |
|---|
| 22 | 22 | | National Advisory Committee on Minority Health, the Texas |
|---|
| 23 | 23 | | Governor's Advisory Committee on Immigration and Refugee Affairs, |
|---|
| 24 | 24 | | the National Council of La Raza Board of Directors and Executive |
|---|
| 25 | 25 | | Committee, and the national Commission on Safety and Abuse in |
|---|
| 26 | 26 | | America's Prisons; and |
|---|
| 27 | 27 | | WHEREAS, This distinguished Texan is the recipient of many |
|---|
| 28 | 28 | | well-deserved accolades, including the Lifetime Achievement Award |
|---|
| 29 | 29 | | of the National Association of Social Workers and the Lucy G. Acosta |
|---|
| 30 | 30 | | Humanitarian Award of the League of United Latin American |
|---|
| 31 | 31 | | Citizens--Project Amistad; and |
|---|
| 32 | 32 | | WHEREAS, Salvador Balcorta has held fast to a goal of |
|---|
| 33 | 33 | | fostering proud, healthy, vibrant communities, and during his |
|---|
| 34 | 34 | | outstanding tenure with La Fe he has contributed immeasurably to |
|---|
| 35 | 35 | | the advancement of that worthy cause; now, therefore, be it |

| 36 | 36 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 37 | 37 | | Legislature hereby commend Salvador Balcorta for his exceptional |
|---|
| 38 | 38 | | community service and extend to him sincere best wishes for |
|---|
| 39 | 39 | | continued success in all his endeavors; and, be it further |
