5	5	WHEREAS, The Texas House of Representatives is pleased to
6	6	honor the Dallas Association for Bilingual Education (DABE) on its
7	7	outstanding record of service to the people of this state in
8	8	enhancing the quality of education provided for the children of the
9	9	community and ensuring the equality of educational opportunity
10	10	available to all segments of the community's diverse population;
11	11	and
12	12	WHEREAS, Recognizing the special educational needs of
13	13	schoolchildren with limited English-speaking ability and committed
14	14	to addressing those needs, concerned members of the Dallas
15	15	education community founded this organization to promote
16	16	bilingual, multicultural programs of instruction in the Dallas
17	17	Independent School District and other school districts in the North
18	18	Texas Metroplex area; and
19	19	WHEREAS, Underlying the programs and methods advocated by the
20	20	association is the fundamental premise that equality of educational
21	21	opportunity can be achieved through bilingual education without
22	22	sacrificing the equally important goal of academic excellence; and
23	23	WHEREAS, By promoting bilingual education and multicultural
24	24	programs for every student, the association hopes not only to
25	25	provide a quality education for students with limited English
26	26	proficiency but also to instill in all schoolchildren an
27	27	appreciation of the contributions made by every group in an
28	28	ethnically and culturally diverse society; and
29	29	WHEREAS, Since 1986, DABE has been affiliated with the Texas
30	30	Association for Bilingual Education and has been active in
31	31	statewide efforts to address relevant issues at the state and
32	32	national level as well as at the local level; since joining forces
33	33	with the state organization, the Dallas association has greatly
34	34	expanded its reach, increasing its ability to serve as an
35	35	educational resource, to provide training for teachers operating in
36	36	a bilingual classroom environment, and to take a multifaceted,
37	37	comprehensive approach in furthering its objectives; and
38	38	WHEREAS, Appreciative of its valuable service to the state
39	39	over the years, this legislative body wishes to take advantage of
40	40	the 2009 installation of DABE officers to bestow on the association
41	41	the praise and recognition it so richly deserves; now, therefore,
42	42	be it
43	43	RESOLVED, That the House of Representatives of the 81st Texas
44	44	Legislature hereby honor the Dallas Association for Bilingual
45	45	Education in 2009 on its outstanding record of service to the
46	46	community and its noteworthy dedication to its goal of improving
47	47	the quality of education provided to all the people of this state;
48	48	and, be it further
49	49	RESOLVED, That an official copy of this resolution be
50	50	prepared for the association as an expression of high esteem by the
51	51	Texas House of Representatives.
