5	5	WHEREAS, Arthur E. Hernandez, dean of the College of
6	6	Education at Texas A&M University--Corpus Christi, has been named
7	7	to the Texas Diabetes Council by Governor Rick Perry; and
8	8	WHEREAS, Since it was established by the Texas Legislature in
9	9	1983, the Texas Diabetes Council has worked with private and public
10	10	health care organizations to promote diabetes prevention and
11	11	awareness throughout the state; the council also addresses issues
12	12	affecting residents with diabetes and advises the legislature on
13	13	legislation needed to develop and maintain a statewide system of
14	14	quality education services for diabetes patients and health care
15	15	professionals; and
16	16	WHEREAS, Dr. Hernandez graduated from St. Mary's University
17	17	in 1975 and went on to earn his master's degree in psychology with a
18	18	clinical specialization at St. Mary's, as well as a master's degree
19	19	in psychology with a specialization in curriculum and instruction
20	20	from The University of Texas at San Antonio; he later received his
21	21	doctorate in educational psychology from Texas A&M University and
22	22	joined UTSA as an assistant professor in the College of Social and
23	23	Behavioral Sciences in 1989; and
24	24	WHEREAS, A skilled administrator as well as a dedicated
25	25	educator, Dr. Hernandez became director of the interdisciplinary
26	26	studies program at UTSA and then served as associate dean and chair
27	27	of the department of education and human development from 2001
28	28	until 2009, when he accepted his current position at the Corpus
29	29	Christi campus of Texas A&M; and
30	30	WHEREAS, As dean of the College of Education at A&M--Corpus
31	31	Christi, Dr. Hernandez supervises academic, faculty, and student
32	32	affairs for the college and oversees the Early Childhood
33	33	Development Center, the University Preparatory High School, the
34	34	Antonio E. Garcia Arts and Education Center, and all education
35	35	degree programs; a former chair of the Texas State Board of
36	36	Psychologists, he is currently a member of the American Public
37	37	Health Association, the American Psychological Association, and
38	38	the American Educational Research Association; and
39	39	WHEREAS, Arthur Hernandez brings to this new appointment a
40	40	wealth of knowledge and leadership experience, and his dedication
41	41	and exceptional qualifications are sure to greatly benefit the
42	42	important work of the Texas Diabetes Council; now, therefore, be it
43	43	RESOLVED, That the House of Representatives of the 81st Texas
44	44	Legislature hereby congratulate Arthur Hernandez on his
45	45	appointment to the Texas Diabetes Council and extend to him sincere
46	46	best wishes for a successful tenure; and, be it further
47	47	RESOLVED, That an official copy of this resolution be
48	48	prepared for Dr. Hernandez as an expression of high regard by the
49	49	Texas House of Representatives.
