| 5 | 5 | | WHEREAS, Members of the organization Women of Tocqueville are |

| 6 | 6 | | joining many concerned citizens from across Texas to commemorate |

| 7 | 7 | | Prekindergarten Day at the State Capitol on February 17, 2009; and |

| 8 | 8 | | WHEREAS, Children who attend prekindergarten enter school |
|---|
| 9 | 9 | | better prepared socially, emotionally, and intellectually; pre-k |
|---|
| 10 | 10 | | programs have been shown to have a positive impact on high school |
|---|
| 11 | 11 | | graduation rates, promoting a culture of learning and a standard |
|---|
| 12 | 12 | | for educational achievement; and |
|---|
| 13 | 13 | | WHEREAS, In addition, prekindergarten programs build a |
|---|
| 14 | 14 | | foundation for students in reading, math, science, and technology |
|---|
| 15 | 15 | | that will help pave the way for future success; and |
|---|
| 16 | 16 | | WHEREAS, With the recent downturn in the economy, working |
|---|
| 17 | 17 | | families are struggling more than ever to make ends meet, including |
|---|
| 18 | 18 | | covering the high costs of child care; access to high-quality |
|---|
| 19 | 19 | | prekindergarten allows parents to work without incurring the |
|---|
| 20 | 20 | | expense of child care, thereby enabling individuals to contribute |
|---|
| 21 | 21 | | their skills to the Texas workforce and to increase their financial |
|---|
| 22 | 22 | | stability; and |
|---|
| 23 | 23 | | WHEREAS, The Women of Tocqueville have contributed |
|---|
| 24 | 24 | | commendable support for prekindergarten programs, recognizing that |
|---|
| 25 | 25 | | children need a nurturing, structured environment early on to |
|---|
| 26 | 26 | | develop the study skills and work habits that are essential to a |
|---|
| 27 | 27 | | successful academic career and to greater opportunity; now, |
|---|
| 28 | 28 | | therefore, be it |

| 29 | 29 | | RESOLVED, That the House of Representatives of the 81st Texas |

| 30 | 30 | | Legislature hereby recognize February 17, 2009, as Prekindergarten |
