5	5	WHEREAS, For more than 15 years, Assistant City Manager
6	6	Michelle Thames has demonstrated exemplary professional and
7	7	personal commitment to the citizens of Richardson; and
8	8	WHEREAS, Ms. Thames earned her bachelor's degree in business
9	9	administration from Midwestern State University and her master's
10	10	degree in public administration from The University of Texas at
11	11	Arlington; and
12	12	WHEREAS, Since 1991, this outstanding public servant has
13	13	worked for the City of Richardson; she is currently the assistant
14	14	city manager for administrative services, with responsibility for
15	15	human resources, the budget office, and emergency management; and
16	16	WHEREAS, Ms. Thames also oversees the Richardson Public
17	17	Library, Citizens Information Services, Citizens Information
18	18	Television, and the city's franchise and regulatory affairs; she
19	19	takes a leading role in the city's administration of the arts,
20	20	overseeing the Charles W. Eisemann Center for Performing Arts and
21	21	Corporate Presentations and working with local arts organizations
22	22	as the city's liaison to the Richardson Arts Commission; and
23	23	WHEREAS, A leader in her profession, Ms. Thames has served as
24	24	president, vice president, and treasurer of the Urban Management
25	25	Assistants of North Texas, and she has served on the professional
26	26	development committee of the Texas City Management Association; she
27	27	is an active member of the North Texas City Management Association
28	28	and the International City/County Management Association; and
29	29	WHEREAS, Despite her busy professional life, this caring
30	30	individual has also found time to give back to her community as a
31	31	member of the Junior League of Richardson and Altrusa
32	32	International; a graduate of Leadership Richardson and the Citizens
33	33	Police Academy, she also sits on the editorial board of Richardson
34	34	Living magazine; and
35	35	WHEREAS, The many contributions of Ms. Thames to the civic
36	36	spirit and welfare of Richardson have been recognized with the 2008
37	37	Linda Keithley Award for Women in Public Management from the North
38	38	Central Texas Council of Governments, and in 2006, she was named
39	39	Outstanding Woman of the Year in the government category by Altrusa
40	40	International; and
41	41	WHEREAS, With the love and support of her husband, Phil, and
42	42	their daughters, Sarah and Katherine, Michelle Thames is
43	43	contributing greatly to the future of the dynamic community in
44	44	which she lives, and she may indeed take pride in all that she has
45	45	accomplished for the city of Richardson and its citizens; now,
46	46	therefore, be it
47	47	RESOLVED, That the House of Representatives of the 81st Texas
48	48	Legislature hereby commend Michelle Thames for her professional
49	49	achievements and her civic service and extend to her best wishes for
50	50	continued success and happiness; and, be it further
51	51	RESOLVED, That an official copy of this resolution be
52	52	prepared for Ms. Thames as an expression of high regard by the Texas
53	53	House of Representatives.
