5	5	WHEREAS, The 70th birthday of an esteemed Texan is indeed
6	6	cause for celebration, and William Dair Power of Marshall is
7	7	commemorating this important milestone on February 23, 2009; and
8	8	WHEREAS, In 1939, "Buddy" Power was born to Earl Dair and
9	9	Irene Power in Harrison County, where six generations of the Power
10	10	family have lived; as a young boy of 12, he was spared from a fatal
11	11	automobile accident and he committed his life to Christ; he began
12	12	working at an early age and went on to graduate from Marshall High
13	13	School in 1958, immediately joining the Texas Highway Department as
14	14	a party chief and later working in engineering; he answered his
15	15	nation's call to duty and served in the U.S. Army until 1962; and
16	16	WHEREAS, Mr. Power was employed by ALCOA as a Planner during
17	17	the 1960s, and in 1972 he followed in his father's footsteps and
18	18	entered the grocery business, becoming the owner and operator of
19	19	Power Grocery; he later organized rural transportation and Meals on
20	20	Wheels service for citizens all across Northeast Texas; seeing his
21	21	neighbors in need of water service, Mr. Power purchased Rolling
22	22	Acres Water Supply, and later used the expertise he had gained there
23	23	to modernize and expand Leigh Water Supply, providing quality water
24	24	and extending service to several hundred residents of Harrison
25	25	County; and
26	26	WHEREAS, Dedicated to his community, Mr. Power began serving
27	27	on the County Commissioners Court for Precinct 2 in 1983 and held
28	28	the position for more than a decade; he was elected to his first
29	29	term as a Marshall City Commissioner in 2007, and the following year
30	30	he was elected by his colleagues as Commission Chair, a position
31	31	commonly referred to as Mayor of Marshall; and
32	32	WHEREAS, Mr. Power has also taken on leadership roles with
33	33	numerous other civic organizations and committees, including the
34	34	North and East Texas County Judges and Commissioners Association,
35	35	which he served as Chairman, the Texas Independence Express Depot
36	36	Restoration Committee, the State Sesquicentennial Committee, the
37	37	Cypress Valley Navigation District, which he served as Chairman,
38	38	and the State of Texas County Judges and Commissioners Legislative
39	39	Affairs Committee, which he served as Chairman; and
40	40	WHEREAS, Burdened by the number of juveniles being
41	41	incarcerated alongside hardened criminals in Texas jails, Mr. Power
42	42	worked with the Governor to develop alternatives to house and
43	43	rehabilitate juvenile offenders; and
44	44	WHEREAS, Mr. Power has served his Lord and his community
45	45	faithfully for decades, working in the background to help those in
46	46	need, and he is a valued member of Central Baptist Church; and
47	47	WHEREAS, In all of his endeavors, Mr. Power enjoys the love
48	48	and support of his wife of more than 30 years, Diana, and the
49	49	couple's three children, Leslie, Bill, and Cherry; moreover, he has
50	50	taken great pleasure in welcoming into his family six
51	51	grandchildren, Victoria, Brooke, Shelby, Nikki, Justin, and
52	52	Jonathan; and
53	53	WHEREAS, Buddy Power has made lasting contributions to the
54	54	city of Marshall, and he has justly garnered the respect and
55	55	admiration of his neighbors, friends, and colleagues; now,
56	56	therefore, be it
57	57	RESOLVED, That the House of Representatives of the 81st Texas
58	58	Legislature hereby honor William Dair "Buddy" Power on the occasion
59	59	of his 70th birthday and extend to him sincere best wishes for
60	60	continued success and happiness; and, be it further
61	61	RESOLVED, That an official copy of this resolution be
62	62	prepared for Mr. Power as an expression of high regard by the Texas
63	63	House of Representatives.
