 R E S O L U T I O N
 WHEREAS, Rose Spencer Bayless of Marshall has been named the
 2009 Secondary Teacher of the Year by the Region VII Education
 Service Center, and her selection provides a welcome opportunity to
 recognize this esteemed educator; and
 WHEREAS, Mrs. Bayless was nominated for this award by the
 Marshall Independent School District, and she was chosen among
 secondary school teachers from nearly 100 school districts across
 17 counties; and
 WHEREAS, A graduate of Wiley College, Mrs. Bayless earned her
 teacher certification from East Texas Baptist University and became
 a teacher in 1986; she has been a valued member of the Marshall ISD
 faculty for more than 20 years, and she has worked at the
 elementary, junior high, and high school levels; she currently
 teaches business and computer courses at Marshall High School; and
 WHEREAS, In addition to her work in the classroom,
 Mrs. Bayless has served her school as a UIL academic coordinator,
 chair of the career and technology department, coordinator of Black
 History Month events, and coordinator of Future Business Leaders of
 America; she has also shared her time with the Texas Computer
 Education Association, Parent Teacher Student Association,
 National Education Association, Marshall Education Association,
 and Texas State Teachers Association; and
 WHEREAS, Mrs. Bayless has received a number of honors during
 the course of her career; named Marshall High School and District
 Secondary Teacher of the Year in 2003, 2007, and 2008, she was also
 named Wal-Mart 2004 Local Teacher of the Year and KSLA TV-12 News
 Teacher of the Week; and
 WHEREAS, Also active in the greater community, Mrs. Bayless
 has shared her time with organizations such as Bethesda Missionary
 Baptist Church, Marshall Food Bank, Meals on Wheels, Habitat for
 Humanity, and the Marshall Literacy Council, to name but a few; and
 WHEREAS, Children are the Lone Star State's most precious
 resource, and a quality education is vital in order for our young
 people to become successful adults; Rose Bayless demonstrates the
 passion, determination, and enthusiasm that are the hallmarks of
 our best teachers, and she is indeed an exemplary role model in her
 profession; now, therefore, be it
 RESOLVED, That the House of Representatives of the 81st Texas
 Legislature hereby congratulate Rose Spencer Bayless on her
 selection as the ESC Region VII 2009 Secondary Teacher of the Year
 and extend to her sincere best wishes for continued success with her
 important work; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Mrs. Bayless as an expression of high regard by the
 Texas House of Representatives.
