5	5	WHEREAS, Rose Spencer Bayless of Marshall has been named the
6	6	2009 Secondary Teacher of the Year by the Region VII Education
7	7	Service Center, and her selection provides a welcome opportunity to
8	8	recognize this esteemed educator; and
9	9	WHEREAS, Mrs. Bayless was nominated for this award by the
10	10	Marshall Independent School District, and she was chosen among
11	11	secondary school teachers from nearly 100 school districts across
12	12	17 counties; and
13	13	WHEREAS, A graduate of Wiley College, Mrs. Bayless earned her
14	14	teacher certification from East Texas Baptist University and became
15	15	a teacher in 1986; she has been a valued member of the Marshall ISD
16	16	faculty for more than 20 years, and she has worked at the
17	17	elementary, junior high, and high school levels; she currently
18	18	teaches business and computer courses at Marshall High School; and
19	19	WHEREAS, In addition to her work in the classroom,
20	20	Mrs. Bayless has served her school as a UIL academic coordinator,
21	21	chair of the career and technology department, coordinator of Black
22	22	History Month events, and coordinator of Future Business Leaders of
23	23	America; she has also shared her time with the Texas Computer
24	24	Education Association, Parent Teacher Student Association,
25	25	National Education Association, Marshall Education Association,
26	26	and Texas State Teachers Association; and
27	27	WHEREAS, Mrs. Bayless has received a number of honors during
28	28	the course of her career; named Marshall High School and District
29	29	Secondary Teacher of the Year in 2003, 2007, and 2008, she was also
30	30	named Wal-Mart 2004 Local Teacher of the Year and KSLA TV-12 News
31	31	Teacher of the Week; and
32	32	WHEREAS, Also active in the greater community, Mrs. Bayless
33	33	has shared her time with organizations such as Bethesda Missionary
34	34	Baptist Church, Marshall Food Bank, Meals on Wheels, Habitat for
35	35	Humanity, and the Marshall Literacy Council, to name but a few; and
36	36	WHEREAS, Children are the Lone Star State's most precious
37	37	resource, and a quality education is vital in order for our young
38	38	people to become successful adults; Rose Bayless demonstrates the
39	39	passion, determination, and enthusiasm that are the hallmarks of
40	40	our best teachers, and she is indeed an exemplary role model in her
41	41	profession; now, therefore, be it
42	42	RESOLVED, That the House of Representatives of the 81st Texas
43	43	Legislature hereby congratulate Rose Spencer Bayless on her
44	44	selection as the ESC Region VII 2009 Secondary Teacher of the Year
45	45	and extend to her sincere best wishes for continued success with her
46	46	important work; and, be it further
47	47	RESOLVED, That an official copy of this resolution be
48	48	prepared for Mrs. Bayless as an expression of high regard by the
49	49	Texas House of Representatives.
