5	5	WHEREAS, Detective Thomas Luell Keen of the Harris County
6	6	Sheriff's Office died on September 15, 2008, from injuries
7	7	sustained in the line of duty, and his untimely death is a tragic
8	8	loss to his family, his fellow peace officers, and the citizens he
9	9	served; and
10	10	WHEREAS, Tommy Keen was born on November 29, 1948; answering
11	11	his nation's call to arms as a young man, he served two tours of duty
12	12	in Vietnam; and
13	13	WHEREAS, Mr. Keen's distinguished career in law enforcement
14	14	began when he joined the Harris County Sheriff's Office in April of
15	15	1973; after working in the detention division for two years, he
16	16	became a patrolman; within a year, he was promoted to the detective
17	17	bureau; and
18	18	WHEREAS, During his 32 years with the bureau, Detective Keen
19	19	investigated vice, property crime, domestic violence cases, and
20	20	robberies; at the time of his death, this dedicated peace officer
21	21	was engaged in the recovery from Hurricane Ike; and
22	22	WHEREAS, Detective Keen was a leader in his profession; he
23	23	served for a number of years as vice chairman of the Gulf Coast
24	24	Criminal Investigators Association, where he worked to promote
25	25	coordination between Houston area law enforcement agencies and
26	26	local businesses; in 1982, he was named a 100 Club Officer of the
27	27	Year, and throughout his career, he exemplified the virtues of
28	28	courage and integrity and demonstrated an unwavering commitment to
29	29	duty; and
30	30	WHEREAS, Detective Keen was a devoted husband and a loving
31	31	father; his dedication to his family, the sheriff's office, and his
32	32	community earned him the respect and affection of all who knew him;
33	33	and
34	34	WHEREAS, Texans everywhere are indebted to the brave men and
35	35	women of law enforcement who risk their lives to protect the safety
36	36	and welfare of the public, and Detective Tommy Keen has earned a
37	37	lasting debt of gratitude for his sacrifice; now, therefore, be it
38	38	RESOLVED, That the House of Representatives of the 81st Texas
39	39	Legislature hereby pay tribute to the life of Thomas Luell Keen and
40	40	extend sincere condolences to the members of his family: to his
41	41	wife, Jana Keen; to his son, Cody Keen; and to his other relatives,
42	42	friends, and colleagues; and, be it further
43	43	RESOLVED, That an official copy of this resolution be
44	44	prepared for his family and that when the Texas House of
45	45	Representatives adjourns this day, it do so in memory of Detective
46	46	Thomas Luell Keen.
