5 | 5 | | WHEREAS, The Clinton Global Initiative, founded in 2005 by |

6 | 6 | | former president Bill Clinton, is changing millions of lives for |
---|
7 | 7 | | the better; and |
---|
8 | 8 | | WHEREAS, Established as a forum by which to turn ideas into |
---|
9 | 9 | | action, CGI brings together former and current heads of state, |
---|
10 | 10 | | industry executives, scholars, nonprofit directors, |
---|
11 | 11 | | philanthropists, and Nobel Peace Prize winners to devise practical |
---|
12 | 12 | | solutions to global issues; members attend annual meetings where |
---|
13 | 13 | | they develop specific and measurable commitments to action that |
---|
14 | 14 | | focus on improving education, the environment, governance, |
---|
15 | 15 | | religious tolerance, health, or economic stability; after making a |
---|
16 | 16 | | commitment, members report to CGI on their progress made over time; |
---|
17 | 17 | | and |
---|
18 | 18 | | WHEREAS, In less than five years, CGI members have made |
---|
19 | 19 | | nearly 1,200 commitments valued at $46 billion; their efforts have |
---|
20 | 20 | | helped cut the equivalent of 40 million metric tons of carbon |
---|
21 | 21 | | dioxide emissions, targeted 34 million people for treatment of |
---|
22 | 22 | | neglected tropical diseases, addressed malnutrition for more than |
---|
23 | 23 | | 42 million children, and funded more than 270 microfinance |
---|
24 | 24 | | institutions; and |
---|
25 | 25 | | WHEREAS, CGI was expanded in 2007 to include the Clinton |
---|
26 | 26 | | Global Initiative University, which engages the next generation of |
---|
27 | 27 | | leaders, as well as university officials, in solving issues in five |
---|
28 | 28 | | focus areas: education, energy and climate change, global health, |
---|
29 | 29 | | peace and human rights, and poverty alleviation; students apply to |
---|
30 | 30 | | attend the CGI U annual meeting and, as a prerequisite to attending, |
---|
31 | 31 | | they develop their own commitments to action; throughout the year, |
---|
32 | 32 | | they are invited to join the CGI U campus representative network to |
---|
33 | 33 | | support local and regional commitments; the second CGI U Meeting |
---|
34 | 34 | | was held at The University of Texas at Austin on February 13-15, |
---|
35 | 35 | | 2009; and |

36 | 36 | | WHEREAS, In another recent expansion of the initiative, CGI |

37 | 37 | | Asia brings together distinguished leaders from corporations, |
---|
38 | 38 | | governments, and nongovernmental organizations to address |
---|
39 | 39 | | contemporary issues through commitments to action; the first CGI |
---|
40 | 40 | | Asia Meeting took place in Hong Kong in December 2008; and |
---|
41 | 41 | | WHEREAS, Bill Clinton's interest in public service dates back |
---|
42 | 42 | | to his involvement in Boys Nation as a youth; after completing his |
---|
43 | 43 | | education, including studying as a Rhodes scholar at Oxford |
---|
44 | 44 | | University and earning a law degree from Yale University, he |
---|
45 | 45 | | returned to his home state of Arkansas to pursue elected office; he |
---|
46 | 46 | | served as Arkansas attorney general for two years before being |
---|
47 | 47 | | elected to the first of five terms as governor; by 1991, when he |
---|
48 | 48 | | announced his candidacy for president, he had developed a |
---|
49 | 49 | | reputation as one of the leading reform governors in the Democratic |
---|
50 | 50 | | Party; and |
---|
51 | 51 | | WHEREAS, On January 20, 1993, Bill Clinton became the 42nd |
---|
52 | 52 | | president of the United States and went on to lead the country |
---|
53 | 53 | | though an exceptional period of peace and economic well-being; his |
---|
54 | 54 | | legacy includes eliminating the federal deficit, establishing the |
---|
55 | 55 | | North American Free Trade Agreement, and successfully dispatching a |
---|
56 | 56 | | peace-keeping mission to Bosnia; since leaving the White House, he |
---|
57 | 57 | | has worked to make a positive difference in the world through the |
---|
58 | 58 | | William J. Clinton Foundation, of which CGI is one component; the |
---|
59 | 59 | | foundation's other programs include Alliance for a Healthier |
---|
60 | 60 | | Generation, Clinton Climate Initiative, Clinton Economic |
---|
61 | 61 | | Opportunity Initiative, Clinton Giustra Sustainable Growth |
---|
62 | 62 | | Initiative, Clinton HIV/AIDS Initiative, and Clinton Hunter |

63 | 63 | | Development Initiative; and |

64 | 64 | | WHEREAS, Former president Bill Clinton has inspired |

65 | 65 | | countless people with his dedication to humanitarian causes, and |

66 | 66 | | the Clinton Global Initiative is just one example of his continuing |

67 | 67 | | effort to act in behalf of the global community; now, therefore, be |

69 | 69 | | RESOLVED, That the House of Representatives of the 81st Texas |

70 | 70 | | Legislature hereby honor the Clinton Global Initiative for its |

71 | 71 | | contributions to people the world over and commend former president |

72 | 72 | | Bill Clinton for his outstanding endeavors to confront the vital |
---|
