5 | 5 | | WHEREAS, Dr. William Doyle Farney of Georgetown retired as |

6 | 6 | | the director of the University Interscholastic League on January |
---|
7 | 7 | | 30, 2009, concluding a long and accomplished tenure in which he |
---|
8 | 8 | | skillfully supervised the academic, athletic, and music contests |
---|
9 | 9 | | that help enrich the education of the state's students; and |
---|
10 | 10 | | WHEREAS, An accomplished scholar and athlete during his own |
---|
11 | 11 | | high school years in Chilton, Bill Farney was valedictorian of his |
---|
12 | 12 | | graduating class and earned academic and football scholarships to |
---|
13 | 13 | | Paris Junior College and the University of Tulsa; after earning his |
---|
14 | 14 | | bachelor's degree at Tulsa in 1963, he completed graduate studies |
---|
15 | 15 | | in education at Baylor University, receiving a master's degree in |
---|
16 | 16 | | 1968 and a doctorate in 1979; and |
---|
17 | 17 | | WHEREAS, Dr. Farney's extensive experience as an educator |
---|
18 | 18 | | began in 1962, when he became an English teacher in Tulsa; he went |
---|
19 | 19 | | on to work as a principal and superintendent with the Lorena, |
---|
20 | 20 | | Robinson, and Crawford school districts in Texas, and he also |
---|
21 | 21 | | coached athletic teams in numerous sports; and |
---|
22 | 22 | | WHEREAS, He joined the University Interscholastic League |
---|
23 | 23 | | staff in 1977 as assistant director and athletic director; his |
---|
24 | 24 | | exemplary work in those positions continued until 1995, when he |
---|
25 | 25 | | took the helm as director; through more than three decades of |
---|
26 | 26 | | service with UIL, Dr. Farney earned a reputation for calm |
---|
27 | 27 | | professionalism that allowed him to deal effectively with school |
---|
28 | 28 | | officials in order to achieve consensus on complex issues; and |
---|
29 | 29 | | WHEREAS, Though he built an impressive record of achievements |
---|
30 | 30 | | during his time with the UIL, Dr. Farney is especially proud of his |
---|
31 | 31 | | work in expanding the offerings for female athletes and in |
---|
32 | 32 | | establishing the organization's waiver in regard to student |
---|
33 | 33 | | eligibility; he also made significant progress in developing the |
---|
34 | 34 | | UIL academic and fine arts programs and added a number of new team |
---|
35 | 35 | | sports, and he won acclaim for shepherding the growth of the Texas |
---|
36 | 36 | | Interscholastic League Foundation, which provides financial |
---|
37 | 37 | | support for state academic competitors; and |
---|
38 | 38 | | WHEREAS, Overseeing school extracurricular activities during |
---|
39 | 39 | | an eventful era in UIL history, Bill Farney further enhanced the |
---|
40 | 40 | | Lone Star State's reputation as an innovative leader in the field of |
---|
41 | 41 | | educational competition, and his work will continue to benefit |
---|
42 | 42 | | Texas students for years to come; now, therefore, be it |
---|
43 | 43 | | RESOLVED, That the House of Representatives of the 81st Texas |
---|
44 | 44 | | Legislature hereby commend Dr. William Doyle Farney for his |
---|
45 | 45 | | outstanding service with the University Interscholastic League and |
---|
46 | 46 | | extend to him sincere best wishes for continued success and |
---|
47 | 47 | | happiness; and, be it further |
---|
48 | 48 | | RESOLVED, That an official copy of this resolution be |
---|
49 | 49 | | prepared for Dr. Farney as an expression of high regard by the Texas |
---|
50 | 50 | | House of Representatives. |
