44 R E S O L U T I O N
55 WHEREAS, Dr. William Doyle Farney of Georgetown retired as
66 the director of the University Interscholastic League on January
77 30, 2009, concluding a long and accomplished tenure in which he
88 skillfully supervised the academic, athletic, and music contests
99 that help enrich the education of the state's students; and
1010 WHEREAS, An accomplished scholar and athlete during his own
1111 high school years in Chilton, Bill Farney was valedictorian of his
1212 graduating class and earned academic and football scholarships to
1313 Paris Junior College and the University of Tulsa; after earning his
1414 bachelor's degree at Tulsa in 1963, he completed graduate studies
1515 in education at Baylor University, receiving a master's degree in
1616 1968 and a doctorate in 1979; and
1717 WHEREAS, Dr. Farney's extensive experience as an educator
1818 began in 1962, when he became an English teacher in Tulsa; he went
1919 on to work as a principal and superintendent with the Lorena,
2020 Robinson, and Crawford school districts in Texas, and he also
2121 coached athletic teams in numerous sports; and
2222 WHEREAS, He joined the University Interscholastic League
2323 staff in 1977 as assistant director and athletic director; his
2424 exemplary work in those positions continued until 1995, when he
2525 took the helm as director; through more than three decades of
2626 service with UIL, Dr. Farney earned a reputation for calm
2727 professionalism that allowed him to deal effectively with school
2828 officials in order to achieve consensus on complex issues; and
2929 WHEREAS, Though he built an impressive record of achievements
3030 during his time with the UIL, Dr. Farney is especially proud of his
3131 work in expanding the offerings for female athletes and in
3232 establishing the organization's waiver in regard to student
3333 eligibility; he also made significant progress in developing the
3434 UIL academic and fine arts programs and added a number of new team
3535 sports, and he won acclaim for shepherding the growth of the Texas
3636 Interscholastic League Foundation, which provides financial
3737 support for state academic competitors; and
3838 WHEREAS, Overseeing school extracurricular activities during
3939 an eventful era in UIL history, Bill Farney further enhanced the
4040 Lone Star State's reputation as an innovative leader in the field of
4141 educational competition, and his work will continue to benefit
4242 Texas students for years to come; now, therefore, be it
4343 RESOLVED, That the House of Representatives of the 81st Texas
4444 Legislature hereby commend Dr. William Doyle Farney for his
4545 outstanding service with the University Interscholastic League and
4646 extend to him sincere best wishes for continued success and
4747 happiness; and, be it further
4848 RESOLVED, That an official copy of this resolution be
4949 prepared for Dr. Farney as an expression of high regard by the Texas
5050 House of Representatives.
