5 | 5 | | WHEREAS, Words cannot express the sorrow felt by the family, |

6 | 6 | | friends, and colleagues of Senior Corporal Norman S. Smith, an |
---|
7 | 7 | | 18-year veteran of the Dallas Police Department, who died in the |
---|
8 | 8 | | line of duty on January 6, 2009, at the age of 43; and |
---|
9 | 9 | | WHEREAS, Norman Smith was born on June 14, 1965, in |
---|
10 | 10 | | Fontainebleau, France; he spent his early years in England, where |
---|
11 | 11 | | he attended the Duke of York's Royal Military School in Dover; in |
---|
12 | 12 | | 1980 he moved to Kaufman, Texas, where he finished his final year of |
---|
13 | 13 | | high school; and |
---|
14 | 14 | | WHEREAS, After serving in the United States Marine Corps for |
---|
15 | 15 | | four years, Mr. Smith joined the Dallas Police Department in 1991, |
---|
16 | 16 | | initially working as a patrol officer in the Southeast Patrol |
---|
17 | 17 | | Division; in the mid-1990s, he joined the Gang Unit, where he |
---|
18 | 18 | | distinguished himself for 14 years until his death; and |
---|
19 | 19 | | WHEREAS, This outstanding officer's work in the unit earned |
---|
20 | 20 | | him the respect of the residents of the Pleasant Grove |
---|
21 | 21 | | neighborhood, who appreciated his constant presence on the streets; |
---|
22 | 22 | | he went the extra mile to help the young people in the area to avoid |
---|
23 | 23 | | joining gangs, visiting H. Grady Spruce High School several times a |
---|
24 | 24 | | month to talk with students; and |
---|
25 | 25 | | WHEREAS, Senior Corporal Norman Smith was an exemplary police |
---|
26 | 26 | | officer and a true friend to the community he served, as well as |
---|
27 | 27 | | being a loving husband, father, and grandfather; regarded by his |
---|
28 | 28 | | fellow officers as a man of great courage, heart, and dedication, he |
---|
29 | 29 | | will be deeply missed by all those who were fortunate enough to have |
---|
30 | 30 | | known him; now, therefore, be it |
---|
31 | 31 | | RESOLVED, That the House of Representatives of the 81st Texas |
---|
32 | 32 | | Legislature hereby pay tribute to the life of Norman S. Smith and |
---|
33 | 33 | | extend sincere condolences to the members of his family: to his |
---|
34 | 34 | | wife, Regina L. Smith; to his daughter, Clenique L. Williams; to his |
---|
35 | 35 | | son, Karlis Smith; to his mother, Carolyn Long; to his stepfather, |

36 | 36 | | Dana Long; to his sister, Michelle; to his granddaughter, Marich; |

37 | 37 | | to his niece, Charlotte; to his nephew, Thomas; and to his other |
