44 R E S O L U T I O N
55 WHEREAS, Words cannot express the sorrow felt by the family,
66 friends, and colleagues of Senior Corporal Norman S. Smith, an
77 18-year veteran of the Dallas Police Department, who died in the
88 line of duty on January 6, 2009, at the age of 43; and
99 WHEREAS, Norman Smith was born on June 14, 1965, in
1010 Fontainebleau, France; he spent his early years in England, where
1111 he attended the Duke of York's Royal Military School in Dover; in
1212 1980 he moved to Kaufman, Texas, where he finished his final year of
1313 high school; and
1414 WHEREAS, After serving in the United States Marine Corps for
1515 four years, Mr. Smith joined the Dallas Police Department in 1991,
1616 initially working as a patrol officer in the Southeast Patrol
1717 Division; in the mid-1990s, he joined the Gang Unit, where he
1818 distinguished himself for 14 years until his death; and
1919 WHEREAS, This outstanding officer's work in the unit earned
2020 him the respect of the residents of the Pleasant Grove
2121 neighborhood, who appreciated his constant presence on the streets;
2222 he went the extra mile to help the young people in the area to avoid
2323 joining gangs, visiting H. Grady Spruce High School several times a
2424 month to talk with students; and
2525 WHEREAS, Senior Corporal Norman Smith was an exemplary police
2626 officer and a true friend to the community he served, as well as
2727 being a loving husband, father, and grandfather; regarded by his
2828 fellow officers as a man of great courage, heart, and dedication, he
2929 will be deeply missed by all those who were fortunate enough to have
3030 known him; now, therefore, be it
3131 RESOLVED, That the House of Representatives of the 81st Texas
3232 Legislature hereby pay tribute to the life of Norman S. Smith and
3333 extend sincere condolences to the members of his family: to his
3434 wife, Regina L. Smith; to his daughter, Clenique L. Williams; to his
3535 son, Karlis Smith; to his mother, Carolyn Long; to his stepfather,
3636 Dana Long; to his sister, Michelle; to his granddaughter, Marich;
3737 to his niece, Charlotte; to his nephew, Thomas; and to his other
3838 relatives and friends; and, be it further
3939 RESOLVED, That an official copy of this resolution be
4040 prepared for his family and that when the Texas House of
4141 Representatives adjourns this day, it do so in honor of Norman S.
4242 Smith.
