5	5	WHEREAS, Consul General Joseph Chen's visit to the State
6	6	Capitol provides a welcome opportunity to recognize his outstanding
7	7	service as director of the Taipei Economic and Cultural Office in
8	8	Houston; and
9	9	WHEREAS, Since assuming his present post in March 2008, Mr.
10	10	Chen has played a vital role in strengthening ties between Texas and
11	11	Taiwan, as well as relations between Taiwan and a number of other
12	12	states in the South, Southwest, and Midwest; and
13	13	WHEREAS, He oversees an office that carries out a number of
14	14	different missions in addition to consular services; under Mr.
15	15	Chen's guidance, TECO-Houston provides the public with a wide array
16	16	of information about Taiwan, including critical information
17	17	related to trade and investment opportunities; the office also
18	18	promotes scientific and technological cooperation, provides
19	19	services to science and technology institutes and to scientists and
20	20	scholars, arranges cultural and education exchanges, and hosts and
21	21	organizes seminars, exhibits, speeches, and other events, along
22	22	with providing educational and cultural services to the Chinese and
23	23	Taiwanese communities; and
24	24	WHEREAS, Mr. Chen brings broad international experience to
25	25	his present duties; he previously served as a desk officer in the
26	26	Department of International Organizations, Ministry of Foreign
27	27	Affairs; as secretary of the embassy of the Republic of China in
28	28	Panama; as secretary of the Taipei Economic and Cultural
29	29	Representative Office (TECRO) in New Zealand; as deputy director of
30	30	the Administrative Division, TECRO-Washington, D.C.; as deputy
31	31	representative of TECRO-India; and as deputy director general of
32	32	the Department of General Affairs, Ministry of Foreign Affairs; and
33	33	WHEREAS, The relationship that Texas enjoys with Taiwan is an
34	34	especially important one; in 2005, Texas shipped more than $3.4
35	35	billion in exports to Taiwan, which ranked that year as the state's
36	36	fifth largest overseas market; moreover, Taiwanese firms have
37	37	invested billions of U.S. dollars in Texas businesses; and
38	38	WHEREAS, Another reflection of the ties binding the two lands
39	39	are the many sisterhood relations that have been established; the
40	40	State of Texas became a sister state of Taiwan Province in 1988, and
41	41	10 Texas cities and counties currently have sister relationships
42	42	with cities in Taiwan; and
43	43	WHEREAS, Texas is indeed fortunate to have an official of Mr.
44	44	Chen's dedication and expertise at the head of TECO-Houston, and it
45	45	is hoped that the links between this state and Taiwan will continue
46	46	to multiply and flourish in the years ahead; now, therefore, be it
47	47	RESOLVED, That the House of Representatives of the 81st Texas
48	48	Legislature hereby honor Consul General Joseph Chen for his
49	49	immeasurable contributions to the deepening of bonds between Texas
50	50	and Taiwan and extend to him sincere best wishes for his tenure with
51	51	the Taipei Economic and Cultural Office in Houston; and, be it
52	52	further
53	53	RESOLVED, That an official copy of this resolution be
54	54	prepared for Mr. Chen as an expression of high regard by the Texas
55	55	House of Representatives.
