55 WHEREAS, Consul General Joseph Chen's visit to the State
66 Capitol provides a welcome opportunity to recognize his outstanding
77 service as director of the Taipei Economic and Cultural Office in
88 Houston; and
99 WHEREAS, Since assuming his present post in March 2008, Mr.
1010 Chen has played a vital role in strengthening ties between Texas and
1111 Taiwan, as well as relations between Taiwan and a number of other
1212 states in the South, Southwest, and Midwest; and
1313 WHEREAS, He oversees an office that carries out a number of
1414 different missions in addition to consular services; under Mr.
1515 Chen's guidance, TECO-Houston provides the public with a wide array
1616 of information about Taiwan, including critical information
1717 related to trade and investment opportunities; the office also
1818 promotes scientific and technological cooperation, provides
1919 services to science and technology institutes and to scientists and
2020 scholars, arranges cultural and education exchanges, and hosts and
2121 organizes seminars, exhibits, speeches, and other events, along
2222 with providing educational and cultural services to the Chinese and
2323 Taiwanese communities; and
2424 WHEREAS, Mr. Chen brings broad international experience to
2525 his present duties; he previously served as a desk officer in the
2626 Department of International Organizations, Ministry of Foreign
2727 Affairs; as secretary of the embassy of the Republic of China in
2828 Panama; as secretary of the Taipei Economic and Cultural
2929 Representative Office (TECRO) in New Zealand; as deputy director of
3030 the Administrative Division, TECRO-Washington, D.C.; as deputy
3131 representative of TECRO-India; and as deputy director general of
3232 the Department of General Affairs, Ministry of Foreign Affairs; and
3333 WHEREAS, The relationship that Texas enjoys with Taiwan is an
3434 especially important one; in 2005, Texas shipped more than $3.4
3535 billion in exports to Taiwan, which ranked that year as the state's
3636 fifth largest overseas market; moreover, Taiwanese firms have
3737 invested billions of U.S. dollars in Texas businesses; and
3838 WHEREAS, Another reflection of the ties binding the two lands
3939 are the many sisterhood relations that have been established; the
4040 State of Texas became a sister state of Taiwan Province in 1988, and
4141 10 Texas cities and counties currently have sister relationships
4242 with cities in Taiwan; and
4343 WHEREAS, Texas is indeed fortunate to have an official of Mr.
4444 Chen's dedication and expertise at the head of TECO-Houston, and it
4545 is hoped that the links between this state and Taiwan will continue
4646 to multiply and flourish in the years ahead; now, therefore, be it
4747 RESOLVED, That the House of Representatives of the 81st Texas
4848 Legislature hereby honor Consul General Joseph Chen for his
4949 immeasurable contributions to the deepening of bonds between Texas
5050 and Taiwan and extend to him sincere best wishes for his tenure with
5151 the Taipei Economic and Cultural Office in Houston; and, be it
5252 further
5353 RESOLVED, That an official copy of this resolution be
5454 prepared for Mr. Chen as an expression of high regard by the Texas
5555 House of Representatives.
