66 WHEREAS, During the last 50 years, space exploration has
77 ushered in an astounding array of technology that has enhanced
88 almost every facet of human life; and
99 WHEREAS, In an example of just one critical area, the
1010 National Aeronautics and Space Administration has transformed
1111 health care through the development of MRI and CAT scan technology,
1212 fetal heart monitors, programmable heart pacemakers, and other
1313 important medical devices; and
1414 WHEREAS, Texas is deeply influenced by the achievements of
1515 NASA through the Johnson Space Center in Houston; as the agency's
1616 lead human space flight center, JSC is home to the NASA astronaut
1717 corps and is responsible for training space explorers from the
1818 United States and partner nations; moreover, the Mission Control
1919 Center at JSC directs all space shuttle missions and manages all
2020 activity onboard the International Space Station; and
2121 WHEREAS, NASA plays a vital role in the Texas economy by
2222 employing more than 3,400 civil servants and some 13,000 contractor
2323 personnel at the Houston center and by awarding more than $4 billion
2424 in contracts annually; in addition, the agency's Space Alliance
2525 Technology Outreach Program offers free technical assistance to
2626 small businesses in Texas, hastening the transfer of space
2727 technology to the private sector; and
2828 WHEREAS, The people of Texas further benefit from such
2929 programs as Texas Aerospace Scholars, the NASA Explorer Schools,
3030 and the Network of Educator Astronaut Teachers, all of which seek to
3131 nurture a new generation of astronauts and scientists; and
3232 WHEREAS, The extraordinary contributions of NASA have
3333 resulted in far-reaching advances in science and technology, and
3434 the U.S. Space Exploration Policy has the potential to drive
3535 continued innovation and progress in the 21st century; now,
3636 therefore, be it
3737 RESOLVED, That the House of Representatives of the 81st Texas
3838 Legislature hereby respectfully urge the United States Congress to
3939 fully fund the National Aeronautics and Space Administration budget
4040 request in support of the U.S. Space Exploration Policy, as
4141 submitted to Congress for Fiscal Year 2010; and, be it further
4242 RESOLVED, That the chief clerk of the Texas House of
4343 Representatives forward official copies of this resolution to the
4444 president of the United States, to the speaker of the house of
4545 representatives and the president of the senate of the United
4646 States Congress, and to all the members of the Texas delegation to
4747 Congress with the request that this resolution be officially
4848 entered in the Congressional Record as a memorial to the Congress of
4949 the United States of America.
