H.R. No. 765 R E S O L U T I O N WHEREAS, Residents of Willacy County benefit from the hard work and dedication of their elected officials on the Willacy County Commissioners Court; and WHEREAS, Located in the lower Rio Grande Valley of South Texas, 30 miles north of Mexico, Willacy County is bordered to the east by the Gulf of Mexico; the region is known for its cultural heritage, as well as for its recreational offerings, however it also faces challenges due to inadequate infrastructure and limited resources; and WHEREAS, The Willacy County Commissioners Court works to increase the county's tax base by encouraging the development of housing on large tracts of land in unincorporated areas; in addition, commissioners continue to seek the support of state officials and those from neighboring counties for a variety of economic development opportunities; and WHEREAS, In February 2009, the commissioners court joined with the National Wildlife Refuge System, the U.S. Fish & Wildlife Service, and the U.S. Department of the Interior to promote ecotourism in some 33,000 acres; and WHEREAS, The commissioners court is made up of four civic-minded individuals, including Eliberto "Beto" Guerra, Eddie Chapa, Fred Serrato, and Aurelio "Keeter" Guerra, Jr., who serves as interim county judge, and it is indeed fitting to honor their visionary leadership in behalf of Willacy County; now, therefore, be it RESOLVED, That the House of Representatives of the 81st Texas Legislature hereby honor the Willacy County Commissioners Court and extend to its members deep appreciation for their outstanding efforts to enhance the county.
