| 5 | 5 | | WHEREAS, Former police chief Larry Zacharias was named |
|---|
| 6 | 6 | | Citizen of the Year by the Richardson Chamber of Commerce at the |
|---|
| 7 | 7 | | organization's annual banquet on February 6, 2009; and |
|---|
| 8 | 8 | | WHEREAS, Beginning as a patrol officer in 1977, Larry |
|---|
| 9 | 9 | | Zacharias worked his way through almost every division and section |
|---|
| 10 | 10 | | of the Richardson Police Department, and he held such positions as |
|---|
| 11 | 11 | | SWAT commander and captain before becoming chief in 2002; in |
|---|
| 12 | 12 | | addition to his invaluable contributions to the city of Richardson, |
|---|
| 13 | 13 | | Chief Zacharias emerged as a strong advocate for public safety |
|---|
| 14 | 14 | | legislation at the state and national levels, and he served as chair |
|---|
| 15 | 15 | | of the Legislative Affairs Committee for the Texas Police Chiefs |
|---|
| 16 | 16 | | Association; he was also appointed to the Environmental Crimes |
|---|
| 17 | 17 | | Committee of the International Association of Chiefs of Police, and |
|---|
| 18 | 18 | | he was selected as an instructor for the FBI's International |
|---|
| 19 | 19 | | Training Program; and |
|---|
| 20 | 20 | | WHEREAS, After devoting more than three decades to the |
|---|
| 21 | 21 | | Richardson police force, Chief Zacharias retired in 2008; his |
|---|
| 22 | 22 | | distinguished leadership helped make the department one of the most |
|---|
| 23 | 23 | | respected law enforcement agencies in North Texas, and it earned |
|---|
| 24 | 24 | | him numerous accolades, including the Career Achievement Award from |
|---|
| 25 | 25 | | the Texas Police Chiefs Association and the Community Builder Award |
|---|
| 26 | 26 | | from the Masonic Grand Lodge of Texas; and |
|---|
| 27 | 27 | | WHEREAS, Through his outstanding service to the community, |
|---|
| 28 | 28 | | Larry Zacharias has garnered the lasting respect and appreciation |
|---|
| 29 | 29 | | of his fellow residents, and his selfless efforts were duly |
|---|
| 30 | 30 | | recognized with this award from the Richardson Chamber of Commerce; |

| 31 | 31 | | now, therefore, be it |
|---|
| 32 | 32 | | RESOLVED, That the House of Representatives of the 81st Texas |

| 33 | 33 | | Legislature hereby congratulate Larry Zacharias on his selection as |

| 34 | 34 | | Citizen of the Year and extend to him sincere best wishes for |
