5	5	WHEREAS, The Honorable Eric V. Moy recently made history as
6	6	the first African American ever elected as judge of a civil district
7	7	court in Dallas County when he was elected to preside over the 14th
8	8	Civil District Court on November 4, 2008; and
9	9	WHEREAS, Eric Moy grew up in New York, but he earned his
10	10	bachelor's degree in Texas at Southern Methodist University in
11	11	1976; he went on to graduate from Harvard Law School in 1979 before
12	12	returning to Dallas to launch his legal career; he worked at the
13	13	firms of Akin, Gump, Strauss, Hauer & Feld, L.L.P., and Vial,
14	14	Hamilton, Koch & Knox, L.L.P., representing an array of clients,
15	15	from individuals and companies to larger entities such as the
16	16	Dallas Independent School District; in 1993, he was appointed by
17	17	Governor Ann Richards to preside over the 101st Civil District
18	18	Court in Dallas County, and he later became a founding partner of
19	19	Vincent & Moy, a commercial litigation firm with offices in Dallas
20	20	and Houston; and
21	21	WHEREAS, Judge Moy is licensed by the bars of Texas and New
22	22	York, as well as by the U.S. Supreme Court and Court of Appeals; in
23	23	addition to more than 25 years of civil practice experience, he has
24	24	served on various appeal and advisory boards for the City of Dallas
25	25	and has been involved in dispute mediation; he has also been active
26	26	in the American Bar Association, the American Judicature Society,
27	27	the Dallas Bar Association, and the American Association for
28	28	Justice, and he was a fellow for the Texas Bar Foundation; moreover,
29	29	he was president of the Harvard Law School Alumni Association, and
30	30	he returns to his alma mater every year to teach trial law at the
31	31	Harvard Law School Trial Advocacy Workshop; he has further shared
32	32	his expertise as an adjunct faculty member at SMU's Dedman College;
33	33	and
34	34	WHEREAS, Despite his busy professional life, Judge Moy has
35	35	found time to devote to numerous community organizations, including
36	36	the Leadership Dallas Alumni Association, St. Philip's School and
37	37	Community Center, and the Dallas Symphony Orchestra; a former
38	38	delegate to the Democratic National Convention, he has been
39	39	affiliated with the Dallas Democratic Forum and the Democratic
40	40	Progressive Voters League, and he was a member of the Dallas chapter
41	41	of the American Civil Liberties Union; he has also served on the
42	42	Mayor's Task Force on Housing and Economic Development in Southern
43	43	Dallas and contributed to the Dallas Urban League; and
44	44	WHEREAS, Eric Moy has long demonstrated a profound
45	45	commitment to his community and to his profession, and he may indeed
46	46	reflect with great pride on his notable achievements as he takes on
47	47	this new role; now, therefore, be it
48	48	RESOLVED, That the House of Representatives of the 81st Texas
49	49	Legislature hereby congratulate the Honorable Eric V. Moy on his
50	50	election and extend to him sincere best wishes for continued
51	51	success and happiness; and, be it further
52	52	RESOLVED, That an official copy of this resolution be
53	53	prepared for Judge Moy as an expression of high regard by the Texas
54	54	House of Representatives.
