55 WHEREAS, U.S. Navy Lieutenant Neil Bryan Fletcher is
66 rendering exceptional service to this country as a member of the
77 United States armed forces; and
88 WHEREAS, A naval aviator, Lieutenant Fletcher flies the E-2C
99 Hawkeye, a twin-engine, turboprop aircraft whose numerous missions
1010 include all-weather airborne early warning, battle management,
1111 surface surveillance coordination, air interdiction, and search
1212 and rescue; based at Naval Air Station Point Mugu, California, he is
1313 assigned to Squadron VAW-117, nicknamed "The Wallbangers," and the
1414 aircraft carrier USS Nimitz; Lieutenant Fletcher is deploying with
1515 his squadron in July 2009; and
1616 WHEREAS, Born on April 5, 1981, in Morristown, New Jersey,
1717 Neil Fletcher attended high school in Chatham, New Jersey, and
1818 Roswell, Georgia; while in high school, he earned varsity letters
1919 in baseball and wrestling and achieved the rank of Eagle Scout; and
2020 WHEREAS, Lieutenant Fletcher graduated with distinction in
2121 2004 with a degree in political science from the United States Naval
2222 Academy, where he served as brigade command conduct officer; the
2323 following year, he earned a master's degree in International Policy
2424 Studies from Stanford University; during the course of his program
2525 at Stanford, he held a fellowship at the Center for International
2626 Security and Cooperation and worked for senior fellow and former
2727 secretary of defense William J. Perry; and
2828 WHEREAS, After flight training in Pensacola, Corpus Christi,
2929 and Kingsville, Lieutenant Fletcher received his wings on December
3030 14, 2007; he was also recognized with the Top Hook award for posting
3131 the best carrier qualification scores in his class; Lieutenant
3232 Fletcher was subsequently assigned to Norfolk, Virginia, for E-2C
3333 Hawkeye training; and
3434 WHEREAS, This outstanding young officer is the son of Elissa
3535 and Neil Fletcher of The Woodlands and the brother of Michael,
3636 Daniel, and William Fletcher, who all take great pride in his many
3737 accomplishments; and
3838 WHEREAS, Through his courage, professionalism, and devotion
3939 to duty, Lieutenant Fletcher embodies the highest ideals of the
4040 United States Navy, and he is deserving of his fellow citizens' deep
4141 respect and appreciation; now, therefore, be it
4242 RESOLVED, That the House of Representatives of the 81st Texas
4343 Legislature hereby commend Lieutenant Neil Bryan Fletcher for his
4444 exemplary service in this country's behalf and extend to him
4545 sincere best wishes for continued success in all of his endeavors;
4646 and, be it further
4747 RESOLVED, That an official copy of this resolution be
4848 prepared for Lieutenant Fletcher as an expression of high regard by
4949 the Texas House of Representatives.
