| 5 | 5 | | WHEREAS, U.S. Navy Lieutenant Neil Bryan Fletcher is |

| 6 | 6 | | rendering exceptional service to this country as a member of the |

| 7 | 7 | | United States armed forces; and |
|---|
| 8 | 8 | | WHEREAS, A naval aviator, Lieutenant Fletcher flies the E-2C |

| 9 | 9 | | Hawkeye, a twin-engine, turboprop aircraft whose numerous missions |

| 10 | 10 | | include all-weather airborne early warning, battle management, |
|---|
| 11 | 11 | | surface surveillance coordination, air interdiction, and search |
|---|
| 12 | 12 | | and rescue; based at Naval Air Station Point Mugu, California, he is |
|---|
| 13 | 13 | | assigned to Squadron VAW-117, nicknamed "The Wallbangers," and the |
|---|
| 14 | 14 | | aircraft carrier USS Nimitz; Lieutenant Fletcher is deploying with |
|---|
| 15 | 15 | | his squadron in July 2009; and |

| 16 | 16 | | WHEREAS, Born on April 5, 1981, in Morristown, New Jersey, |

| 17 | 17 | | Neil Fletcher attended high school in Chatham, New Jersey, and |
|---|
| 18 | 18 | | Roswell, Georgia; while in high school, he earned varsity letters |
|---|
| 19 | 19 | | in baseball and wrestling and achieved the rank of Eagle Scout; and |
|---|
| 20 | 20 | | WHEREAS, Lieutenant Fletcher graduated with distinction in |
|---|
| 21 | 21 | | 2004 with a degree in political science from the United States Naval |
|---|
| 22 | 22 | | Academy, where he served as brigade command conduct officer; the |
|---|
| 23 | 23 | | following year, he earned a master's degree in International Policy |
|---|
| 24 | 24 | | Studies from Stanford University; during the course of his program |
|---|
| 25 | 25 | | at Stanford, he held a fellowship at the Center for International |
|---|
| 26 | 26 | | Security and Cooperation and worked for senior fellow and former |
|---|
| 27 | 27 | | secretary of defense William J. Perry; and |
|---|
| 28 | 28 | | WHEREAS, After flight training in Pensacola, Corpus Christi, |
|---|
| 29 | 29 | | and Kingsville, Lieutenant Fletcher received his wings on December |
|---|
| 30 | 30 | | 14, 2007; he was also recognized with the Top Hook award for posting |
|---|
| 31 | 31 | | the best carrier qualification scores in his class; Lieutenant |

| 32 | 32 | | Fletcher was subsequently assigned to Norfolk, Virginia, for E-2C |

| 33 | 33 | | Hawkeye training; and |

| 34 | 34 | | WHEREAS, This outstanding young officer is the son of Elissa |

| 35 | 35 | | and Neil Fletcher of The Woodlands and the brother of Michael, |
|---|
| 36 | 36 | | Daniel, and William Fletcher, who all take great pride in his many |

| 37 | 37 | | accomplishments; and |
|---|
| 38 | 38 | | WHEREAS, Through his courage, professionalism, and devotion |
|---|
| 39 | 39 | | to duty, Lieutenant Fletcher embodies the highest ideals of the |
|---|
| 40 | 40 | | United States Navy, and he is deserving of his fellow citizens' deep |

| 41 | 41 | | respect and appreciation; now, therefore, be it |

| 42 | 42 | | RESOLVED, That the House of Representatives of the 81st Texas |

| 43 | 43 | | Legislature hereby commend Lieutenant Neil Bryan Fletcher for his |
