5	5	WHEREAS, Family and friends are mourning the loss of Dr.
6	6	James Earl Williams of Katy, who died on February 7, 2009, at the
7	7	age of 78; and
8	8	WHEREAS, Jim Williams was born in West Columbia on June 27,
9	9	1930, to Archie and Emma Williams, and he moved with his family to
10	10	Tomball as a young boy; after graduating from Tomball High School in
11	11	1948, he enrolled at Southern Methodist University; and
12	12	WHEREAS, Dr. Williams interrupted his studies to answer his
13	13	nation's call to duty and served in the U.S. Army during the Korean
14	14	War; returning to Texas, he earned a bachelor's degree in chemistry
15	15	from Southwestern University, and he graduated from The University
16	16	of Texas Dental School in 1959; two years later, he opened a dental
17	17	practice in Katy; and
18	18	WHEREAS, Strongly committed to public education, Dr.
19	19	Williams was a member of the Katy Independent School District board
20	20	of trustees from 1967 to 1985 and again from 1988 to 1994, and he
21	21	served nine terms as the board's president; during his tenure, he
22	22	played a vital role in leading Katy ISD in its evolution from a
23	23	small, rural school system into a district with 47 schools and more
24	24	than 53,000 students; and
25	25	WHEREAS, Dr. Williams was especially proud of helping to
26	26	establish the district's 35-acre Outdoor Learning Center; the board
27	27	named its 18th elementary school in his honor in 2000, and he and
28	28	his wife often spent their Fridays greeting and having lunch with
29	29	the school's students; in 2004, the couple were honored with a
30	30	Sunshine Award from KPRC-TV for their service to area students; and
31	31	WHEREAS, Dr. Williams also participated in the life of his
32	32	community by helping to found the Katy Area Chamber of Commerce and
33	33	serving as its president, and he was active as well in the Katy
34	34	Rotary Club and the Gulf Coast Area Association of School Boards; he
35	35	was a board member of the Waller County Appraisal District and Texas
36	36	Commerce Bank and an honorary member of the Katy FFA; and
37	37	WHEREAS, A man of strong religious conviction, Dr. Williams
38	38	was an active parishioner at the First United Methodist Church of
39	39	Katy for 47 years, serving as a Sunday school teacher, finance
40	40	committee chair, and Board of Stewards chair; and
41	41	WHEREAS, In all of his endeavors, Dr. Williams enjoyed the
42	42	love and support of his wife, Patsy, with whom he shared more than
43	43	62 years; and
44	44	WHEREAS, A wise and generous man, Jim Williams contributed
45	45	greatly to the betterment of the Katy community, and the memory of
46	46	his kindness and his easy laugh will live forever in the hearts of
47	47	all those who loved him; now, therefore, be it
48	48	RESOLVED, That the House of Representatives of the 81st Texas
49	49	Legislature hereby pay tribute to the life of Dr. James Earl
50	50	Williams and extend sincere condolences to the members of his
51	51	family: to his wife, Patsy Ginn Williams; to his daughters, Laura
52	52	Williams and her husband, Randy, and Leslie Cerezo and her husband,
53	53	Luis; to his sons, Clay Williams and his wife, Jenny, and Brad
54	54	Williams and his wife, Michelle; to his sister, Madeline Little; to
55	55	his grandchildren, Scott, Kyle, Grant, Hannah, Libby, Sam, Garrett,
56	56	Cole, and Lauren; and to his other relatives and friends; and, be it
57	57	further
58	58	RESOLVED, That an official copy of this resolution be
59	59	prepared for his family and that when the Texas House of
60	60	Representatives adjourns this day, it do so in memory of Dr. James
61	61	Earl Williams.
