5	5	WHEREAS, For 100 years, the people of Texas have benefited
6	6	from the outstanding materials and resources of the Texas State
7	7	Library and Archives Commission; and
8	8	WHEREAS, On March 19, 1909, a bill was signed into law by
9	9	Governor Thomas M. Campbell that officially established the
10	10	commission for the purpose of aiding and encouraging public
11	11	libraries and collecting materials related to Texas history; in
12	12	addition to books, the agency houses thousands of government
13	13	records, private papers, manuscripts, maps, photographs, and other
14	14	materials that document the history and cultural heritage of the
15	15	state; and
16	16	WHEREAS, Under the leadership of its director, Peggy D. Rudd,
17	17	the agency conducts its important work through five major divisions
18	18	and programs; the archives and information services division
19	19	collects and preserves valuable government records and provides
20	20	reference services for the Texas State Archives, the Genealogy
21	21	Collection, and the Reference/Documents Collection; the agency's
22	22	library development division supports the 540 public libraries and
23	23	10 regional public library systems across the state and provides
24	24	continuing education to library professionals; the library
25	25	resource sharing division oversees services that provide
26	26	information and library materials through networks of Texas
27	27	libraries and through Internet resources such as TexShare and
28	28	TexNet Interlibrary Loan; the state and local records management
29	29	division supports Texas state agencies and local governments in
30	30	their efforts to comply with records management laws and provides
31	31	training and consulting services to nearly 9,000 Texas local
32	32	governments; TSLAC is further distinguished by the Talking Book
33	33	Program, which provides thousands of Texans who are unable to read
34	34	standard print with free access to more than 80,000 titles in audio,
35	35	large print, and Braille formats; and
36	36	WHEREAS, The agency's home since the early 1960s, the Lorenzo
37	37	de Zavala State Archives and Library Building, is currently
38	38	undergoing a $15.5 million renovation to update its infrastructure
39	39	and to improve the quality of public and staff spaces; moreover, a
40	40	capital campaign is under way to fund an additional $10 million for
41	41	specialized library and conservation equipment, as well as for
42	42	compact archival shelving that will allow the library to
43	43	accommodate its growing archival collection; and
44	44	WHEREAS, TSLAC headquarters are augmented by the Sam Houston
45	45	Regional Library and Research Center in Liberty on a site donated by
46	46	former governor Price Daniel and his wife, Jean; the center
47	47	features exhibits on a variety of Southeast Texas topics and houses
48	48	a number of special collections; and
49	49	WHEREAS, Since its founding, the Texas State Library and
50	50	Archives Commission has upheld its mission to safeguard and make
51	51	accessible historically significant records and resources and to
52	52	provide information services that inspire and support research,
53	53	education, and reading, and it is indeed fitting to honor this
54	54	venerable institution for a century of service to the Lone Star
55	55	State; now, therefore, be it
56	56	RESOLVED, That the House of Representatives of the 81st Texas
57	57	Legislature hereby commemorate the 100th anniversary of the Texas
58	58	State Library and Archives Commission and extend sincere best
59	59	wishes for continued success to the agency's commissioners and
60	60	staff; and, be it further
61	61	RESOLVED, That an official copy of this resolution be
62	62	prepared for the Texas State Library and Archives Commission as an
63	63	expression of high regard by the Texas House of Representatives.
