44 R E S O L U T I O N
55 WHEREAS, Bessie F. Chisum of Beaumont has served her
66 community for more than three decades, and it is indeed a pleasure
77 to recognize her for her outstanding civic contributions; and
88 WHEREAS, A native of the Mississippi Delta, Bessie Chisum
99 earned a bachelor's degree from the University of Mississippi and a
1010 master's degree from Louisiana State University; she went on to
1111 teach Spanish, speech, and English in her home state, and she later
1212 worked in the health insurance industry; in 1976, she and her
1313 husband, Stewart, relocated to Beaumont, where she launched Chisum
1414 Resource Management, a consulting firm specializing in leadership
1515 development, strategic planning, and human resources; and
1616 WHEREAS, Mrs. Chisum began working with Leadership Southeast
1717 Texas in 1993 as a program consultant, and her devotion and hard
1818 work have benefited the nonprofit organization in many ways;
1919 currently serving as its executive director, she brings together
2020 more than 50 leaders from throughout Southeast Texas every year to
2121 advance the program's goals of educating its participants on the
2222 complex issues facing the area, addressing economic development,
2323 and fostering regional unity; a graduate of Leadership Beaumont and
2424 Leadership Texas, Mrs. Chisum has also helped create an active
2525 alumni organization, and she instituted Leadership Southeast Texas
2626 Day at the State Capitol; and
2727 WHEREAS, Mrs. Chisum has further contributed to numerous
2828 community organizations, serving on the boards of the Beaumont
2929 Public Schools Foundation, the Beaumont Community Development
3030 Block Grant Citizens Advisory Committee, the local chapter of the
3131 Texas Association of Business, Junior Achievement of Southeast
3232 Texas, the Edison Museum, and the Julie Rogers "Gift of Life"
3333 program; in addition, Mrs. Chisum is a former president of Beaumont
3434 Main Street, the Beaumont Historical Landmark Commission, the Art
3535 Museum of Southeast Texas, and the Association of Texas Leadership
3636 Programs; she was board chair of the Beaumont Chamber of Commerce
3737 and has received such accolades from the group as the Athena Award
3838 and the Volunteer of the Year designation; she is also an active
3939 member of the Rotary Club of Beaumont and a Paul Harris fellow; and
4040 WHEREAS, A distinguished civic leader, Bessie Chisum has
4141 garnered the lasting respect and admiration of her fellow citizens,
4242 and she may indeed reflect with great pride on the positive impact
4343 she has had on her community; now, therefore, be it
4444 RESOLVED, That the House of Representatives of the 81st Texas
4545 Legislature hereby honor Bessie F. Chisum for her dedicated public
4646 service and extend to her sincere best wishes for continued success
4747 and happiness; and, be it further
4848 RESOLVED, That an official copy of this resolution be
4949 prepared for Mrs. Chisum as an expression of high regard by the
5050 Texas House of Representatives.
