44 R E S O L U T I O N
55 WHEREAS, The community of Temple and the State of Texas lost a
66 revered citizen with the passing of Jamie Hager Clements on
77 February 26, 2009, at the age of 78; and
88 WHEREAS, A native of Crockett, Mr. Clements was born on
99 December 9, 1930; he graduated as valedictorian from Crockett High
1010 School in 1948, received his bachelor's degree with honors from The
1111 University of Texas in 1952, and completed his law degree at UT in
1212 1955; and
1313 WHEREAS, Mr. Clements was still in law school when he sought
1414 and won election to the Texas House of Representatives; he served
1515 three terms, from 1953 to 1957 and again from 1959 to 1960; while a
1616 member of the legislature, he supported civil rights for African
1717 Americans and opposed McCarthyism; and
1818 WHEREAS, Following a stint in the U.S. Marine Corps, from
1919 1956 to 1958, Mr. Clements established a law practice in McAllen; he
2020 moved to Temple in 1960 to join the development office of Scott &
2121 White Hospital, and he took charge of the fund drive to build a more
2222 modern facility; in 1962, he was named the hospital's general
2323 counsel, a post he held until 1998; and
2424 WHEREAS, During his nearly four decades with Scott & White,
2525 Mr. Clements played an integral role in its development into the
2626 largest multidisciplinary health care system in Texas; his work
2727 paved the way for the creation of the hospital's partnership with
2828 The Texas A&M University College of Medicine, the institution of
2929 the Scott & White Health Plan, and the establishment of the
3030 hospital's system of regional clinics; and
3131 WHEREAS, At the same time, Mr. Clements became a national
3232 leader in the field of health care law; he served as a professor of
3333 medical jurisprudence and as a cofounder and president of the
3434 American Health Lawyers Association; and
3535 WHEREAS, Jamie Clements also devoted untold hours to the city
3636 of Temple, serving on numerous civic and governmental bodies and
3737 holding the office of mayor from 1970 to 1974; he was equally active
3838 at the state level, where his appointments included the
3939 chairmanship of the Texas Board of Public Welfare and membership on
4040 the Texas Board of Mental Health and Mental Retardation; in the
4141 private sector, his seasoned leadership benefited such groups as
4242 the Texas Municipal League and the Presbyterian Children's Home and
4343 Service Agency of Texas; and
4444 WHEREAS, Staunchly loyal to his alma mater in deed as well as
4545 in spirit, he was honored as a University of Texas Distinguished
4646 Alumnus in 1999; and
4747 WHEREAS, Mr. Clements was the devoted husband of Ann Clements
4848 and the proud father of three children; and
4949 WHEREAS, The impact of this distinguished Texan's endeavors
5050 extended far and wide, and this state is the better for his life and
5151 service; now, therefore, be it
5252 RESOLVED, That the House of Representatives of the 81st Texas
5353 Legislature hereby pay tribute to the memory of Jamie Hager
5454 Clements and extend sincere sympathy to the members of his family:
5555 to his wife of 47 years, Ann Trigg Clements; to his son, Jamie
5656 Clements, Jr., and his wife, Diana; to his daughters, Susan Negley
5757 and Cindy Voelter and her husband, Chuck; to his grandchildren,
5858 William, Ashley, Jamie, Madison, Suzanne, Austen, Noe, Carolina,
5959 Hannah, Samuel, and Rhett; and to his other relatives and friends;
6060 and, be it further
6161 RESOLVED, That an official copy of this resolution be
6262 prepared for his family and that when the Texas House of
6363 Representatives adjourns this day, it do so in memory of Jamie Hager
6464 Clements.
