| 8 | 8 | | WHEREAS, A member of Team Mann Creek Buck-N-Bulls, Mr. Brewer |

| 9 | 9 | | demonstrated an extraordinary determination to succeed when he |

| 10 | 10 | | persevered to finish the competition despite serious injuries; and |

| 11 | 11 | | WHEREAS, Though he tweaked a hurt knee in the first round of |

| 12 | 12 | | the event, Mr. Brewer continued on through five additional rounds; |

| 13 | 13 | | he bested many of his competitors, earning second place in the final |

| 14 | 14 | | standings, and won the respect and admiration of his peers along the |

| 16 | 16 | | WHEREAS, With his performance at the world championships, Jay |
