6	6	AN ACT
7	7	relating to creating a county task force to study collaborative
8	8	methods for public education cost savings in certain counties.
9	9	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
10	10	SECTION 1. The legislature finds that promoting cost
11	11	savings through collaborative agreements between public school
12	12	districts and the local governments in which the districts are
13	13	located serves an important purpose in promoting the provision of
14	14	quality educational services.
15	15	SECTION 2. This Act applies only to a county with a
16	16	population of more than one million and in which more than 80
17	17	percent of the population resides in a single municipality.
18	18	SECTION 3. (a) The County Task Force on Public Education
19	19	Efficiencies is composed of seven members appointed as follows:
20	20	(1) three members appointed by the county judge of the
21	21	county;
22	22	(2) three members appointed by the presiding officer
23	23	of the governing body of the largest municipality in the county; and
24	24	(3) one member appointed jointly by the county judge
25	25	of the county and the presiding officer of the governing body of the
26	26	largest municipality in the county.
27	27	(b) The members of the County Task Force on Public Education
28	28	Efficiencies appointed under Subsection (a) of this section shall
29	29	elect a presiding officer of the task force.
30	30	(c) Appointments to the County Task Force on Public
31	31	Education Efficiencies shall be made without regard to race, color,
32	32	disability, sex, religion, age, or national origin of the
33	33	appointees.
34	34	SECTION 4. The County Task Force on Public Education
35	35	Efficiencies shall:
36	36	(1) research and investigate the feasibility of:
37	37	(A) using cooperative agreements between public
38	38	school districts and municipalities or counties in which a district
39	39	is located to achieve cost savings on public school functions
40	40	outside of the classroom; and
41	41	(B) reallocating the cost savings identified
42	42	under Paragraph (A) of this subdivision to classroom functions; and
43	43	(2) make recommendations regarding:
44	44	(A) the feasibility of general use of cooperative
45	45	agreements as described by Subdivision (1)(A) of this section; and
46	46	(B) methods for reallocating cost savings as
47	47	described by Subdivision (1)(B) of this section.
48	48	SECTION 5. Not later than January 1, 2011, the County Task
49	49	Force on Public Education Efficiencies shall submit its findings
50	50	and recommendations to each member of the state legislature who
51	51	represents the county and to the standing committees of the senate
52	52	and house of representatives having primary jurisdiction over
53	53	public education.
54	54	SECTION 6. The County Task Force on Public Education
55	55	Efficiencies is abolished and this Act expires on September 1,
56	56	2011.
57	57	SECTION 7. This Act takes effect immediately if it receives
58	58	a vote of two-thirds of all the members elected to each house, as
59	59	provided by Section 39, Article III, Texas Constitution. If this
60	60	Act does not receive the vote necessary for immediate effect, this
61	61	Act takes effect September 1, 2009.
