Methodology The Comptroller of Public Accounts indicates that the bill would reduce the use of tobacco products by 18 year-old Texans by 20 percent, and as a result, the estimates for the cigarette tax and cigar and tobacco products tax by $5,819,000 in fiscal year 2010 and by $6,720,000 in fiscal year 2011 in the Property Tax Relief Fund No. 0304. Similar reductions would occur for the remaining fiscal years. Local Government Impact No significant fiscal implication to units of local government is anticipated.
