55 relating to protocol for folding the state flag.
66 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
77 SECTION 1. This Act shall be known as the Rod Welsh Act, in
88 honor of Rod Welsh, Sergeant-at-Arms of the Texas House of
99 Representatives, who is primarily responsible for developing the
1010 method of folding the state flag of Texas established by this Act.
1111 SECTION 2. Subchapter B, Chapter 3100, Government Code, is
1212 amended by adding Section 3100.073 to read as follows:
1313 Sec. 3100.073. FOLDED STATE FLAG. (a) The state flag
1414 should be folded as follows:
1515 (1) fold the flag in half lengthwise with the red
1616 stripe facing upward;
1717 (2) fold the flag in half lengthwise once more,
1818 concealing the red stripe on the inside of the fold;
1919 (3) position the flag with the white star facing
2020 downward and the blue stripe facing upward;
2121 (4) fold the corner with the white stripe to the
2222 opposite side of the flag to form a triangle;
2323 (5) continue folding the corners over in triangles
2424 until the resulting fold produces a blue triangle with a portion of
2525 the white star visible; and
2626 (6) secure all edges into the folds.
2727 (b) A folded state flag should be presented or displayed
2828 with all folded edges secured and with the blue stripe and a portion
2929 of the white star visible.
3030 (c) A folded state flag should be stored or displayed in a
3131 manner that prevents tearing or soiling of the flag.
3232 SECTION 3. This Act takes effect September 1, 2009.
