| 6 | 6 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 7 | 7 | | SECTION 1. This Act shall be known as the Rod Welsh Act, in |
|---|
| 8 | 8 | | honor of Rod Welsh, Sergeant-at-Arms of the Texas House of |
|---|
| 9 | 9 | | Representatives, who is primarily responsible for developing the |
|---|
| 10 | 10 | | method of folding the state flag of Texas established by this Act. |
|---|
| 11 | 11 | | SECTION 2. Subchapter B, Chapter 3100, Government Code, is |
|---|
| 12 | 12 | | amended by adding Section 3100.073 to read as follows: |
|---|
| 13 | 13 | | Sec. 3100.073. FOLDED STATE FLAG. (a) The state flag |
|---|
| 14 | 14 | | should be folded as follows: |
|---|
| 15 | 15 | | (1) fold the flag in half lengthwise with the red |
|---|
| 16 | 16 | | stripe facing upward; |
|---|
| 17 | 17 | | (2) fold the flag in half lengthwise once more, |
|---|
| 18 | 18 | | concealing the red stripe on the inside of the fold; |
|---|
| 19 | 19 | | (3) position the flag with the white star facing |
|---|
| 20 | 20 | | downward and the blue stripe facing upward; |
|---|
| 21 | 21 | | (4) fold the corner with the white stripe to the |
|---|
| 22 | 22 | | opposite side of the flag to form a triangle; |
|---|
| 23 | 23 | | (5) continue folding the corners over in triangles |
|---|
| 24 | 24 | | until the resulting fold produces a blue triangle with a portion of |
|---|
| 25 | 25 | | the white star visible; and |
|---|
| 26 | 26 | | (6) secure all edges into the folds. |
|---|
| 27 | 27 | | (b) A folded state flag should be presented or displayed |
|---|
| 28 | 28 | | with all folded edges secured and with the blue stripe and a portion |
|---|
| 29 | 29 | | of the white star visible. |
|---|
| 30 | 30 | | (c) A folded state flag should be stored or displayed in a |
|---|
| 31 | 31 | | manner that prevents tearing or soiling of the flag. |
|---|
| 32 | 32 | | SECTION 3. This Act takes effect September 1, 2009. |
