6 | 6 | | reporting requirements, of the Border Health Institute. |

7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
8 | 8 | | SECTION 1. Subsection (b), Section 151.002, Education Code, |
---|
9 | 9 | | is amended to read as follows: |
---|
10 | 10 | | (b) The institute shall operate in a manner that facilitates |
---|
11 | 11 | | and assists the activities of international, national, regional, or |
---|
12 | 12 | | local health-related institutions working in the Texas-Mexico |
---|
13 | 13 | | border region [to: |
---|
14 | 14 | | [(1) create and fund centers or component units within |
---|
15 | 15 | | the institute to facilitate research in fields of study affecting |
---|
16 | 16 | | public health in the border region, including research related to |
---|
17 | 17 | | diabetes, Hispanic health issues, infectious diseases, emerging |
---|
18 | 18 | | infections, environmental health issues, and children's health |
---|
19 | 19 | | issues; |
---|
20 | 20 | | [(2) deliver health care or provide health education |
---|
21 | 21 | | to persons living in the border region; and |
---|
22 | 22 | | [(3) conduct and facilitate research in fields of |
---|
23 | 23 | | study affecting public health in the border region, including |
---|
24 | 24 | | research related to diabetes, Hispanic health issues, infectious |
---|
25 | 25 | | diseases, emerging infections, environmental health issues, and |
---|
26 | 26 | | children's health issues]. |

27 | 27 | | SECTION 2. Subsection (a), Section 151.003, Education Code, |
---|
28 | 28 | | is amended to read as follows: |
---|
29 | 29 | | (a) Subject to Subsection (b), the [The] institute is |
---|
30 | 30 | | [initially] composed of the following institutions: |
---|
31 | 31 | | (1) The University of Texas at El Paso; |
---|
32 | 32 | | (2) Texas Tech University Health Sciences Center at El |
---|
33 | 33 | | Paso; |
---|
34 | 34 | | (3) El Paso Community College District; |
---|
35 | 35 | | (4) R. E. Thomason General Hospital; |
---|
36 | 36 | | (5) El Paso City/County Health District; |
---|
37 | 37 | | (6) Department of State Health Services; and |
---|
38 | 38 | | (7) Medical Center of the Americas Foundation [The |
---|
39 | 39 | | University of Texas Health Science Center at Houston, School of |
---|
40 | 40 | | Public Health; |
---|
41 | 41 | | [(7) El Paso County Medical Society; |
---|
42 | 42 | | [(8) Paso del Norte Health Foundation; and |
---|
43 | 43 | | [(9) the Texas Department of Health]. |

44 | 44 | | SECTION 3. Section 151.008, Education Code, is amended to |
---|
45 | 45 | | read as follows: |
---|
46 | 46 | | Sec. 151.008. BIENNIAL [ANNUAL] REPORTING. (a) Not later |
---|
47 | 47 | | than December 1 of each even-numbered [Each] year, each member of |
---|
48 | 48 | | the institute shall provide a long-term strategic plan for that |
---|
49 | 49 | | member to: |
---|
50 | 50 | | (1) each member of the governing board of the |
---|
51 | 51 | | institute; |
---|
52 | 52 | | (2) [and to] each member of the legislature whose |
---|
53 | 53 | | district includes any portion of a county where the Border Health |
---|
54 | 54 | | Institute is established or operating; and |
---|
55 | 55 | | (3) the Texas Higher Education Coordinating Board [an |
---|
56 | 56 | | annual audited financial statement and a status report of each |
---|
57 | 57 | | project undertaken by the institute]. |
---|
58 | 58 | | (b) The long-term strategic plan for each member must |
---|
59 | 59 | | include a statement of the member's goals and objectives for: |
---|
60 | 60 | | (1) providing health care services to persons living |
---|
61 | 61 | | in the border region; |
---|
62 | 62 | | (2) providing health care education to persons living |
---|
63 | 63 | | in the border region; and |
---|
64 | 64 | | (3) conducting research into issues affecting public |
---|
65 | 65 | | health in the border region, including research related to: |
---|
66 | 66 | | (A) diabetes; |
---|
67 | 67 | | (B) health issues of particular concern to |
---|
68 | 68 | | persons of Hispanic descent; |
---|
69 | 69 | | (C) infectious diseases; |
---|
70 | 70 | | (D) emerging infections; |
---|
71 | 71 | | (E) trauma care; |
---|
72 | 72 | | (F) environmental health; and |
---|
73 | 73 | | (G) children's health. |
---|
74 | 74 | | SECTION 4. Subsection (d), Section 151.004, and Sections |
---|
75 | 75 | | 151.006, 151.007, and 151.010, Education Code, are repealed. |
---|
76 | 76 | | SECTION 5. This Act takes effect immediately if it receives |
---|
77 | 77 | | a vote of two-thirds of all the members elected to each house, as |
---|
78 | 78 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
79 | 79 | | Act does not receive the vote necessary for immediate effect, this |
---|
80 | 80 | | Act takes effect September 1, 2009. |
