6 | 6 | | relating to the acquisition, dissemination, and use of certain |

7 | 7 | | geographic information system data. |
---|
8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
9 | 9 | | SECTION 1. Subsection (e), Section 16.021, Water Code, is |
---|
10 | 10 | | amended to read as follows: |
---|
11 | 11 | | (e) Under the guidance of the TGIC, the executive |
---|
12 | 12 | | administrator shall: |
---|
13 | 13 | | (1) further develop the Texas Natural Resources |
---|
14 | 14 | | Information System by promoting and providing for effective |
---|
15 | 15 | | acquisition, archiving, documentation, indexing, and dissemination |
---|
16 | 16 | | of natural resource and related digital and nondigital data and |
---|
17 | 17 | | information; |
---|
18 | 18 | | (2) obtain information in response to disagreements |
---|
19 | 19 | | regarding names and name spellings for natural and cultural |
---|
20 | 20 | | features in the state and provide this information to the Board on |
---|
21 | 21 | | Geographic Names of the United States Department of the Interior; |
---|
22 | 22 | | (3) make recommendations to the Board on Geographic |
---|
23 | 23 | | Names of the United States Department of the Interior for naming any |
---|
24 | 24 | | natural or cultural feature subject to the limitations provided by |
---|
25 | 25 | | Subsection (f); |
---|
26 | 26 | | (4) make recommendations to the Department of |
---|
27 | 27 | | Information Resources to adopt and promote standards that |
---|
28 | 28 | | facilitate sharing of digital natural resource data and related |
---|
29 | 29 | | socioeconomic data among federal, state, and local governments and |
---|
30 | 30 | | other interested parties; |
---|
31 | 31 | | (5) acquire and disseminate natural resource and |
---|
32 | 32 | | related socioeconomic data describing the Texas-Mexico border |
---|
33 | 33 | | region; [and] |
---|
34 | 34 | | (6) coordinate, conduct, and facilitate the |
---|
35 | 35 | | development, maintenance, and use of mutually compatible statewide |
---|
36 | 36 | | digital base maps depicting natural resources and man-made |
---|
37 | 37 | | features; and |
---|
38 | 38 | | (7) acquire and make available to state agencies |
---|
39 | 39 | | geographic information system data for areas of the United States |
---|
40 | 40 | | and Mexico that are within 150 miles of the Texas border. |
---|
41 | 41 | | SECTION 2. Not later than January 1, 2010, the Texas |
---|
42 | 42 | | Geographic Information Council shall issue a report containing |
---|
43 | 43 | | recommendations on how the state and local governmental entities |
---|
44 | 44 | | may make best use of geographic information system data to respond |
---|
45 | 45 | | to emergencies, including data provided by federal, state, and |
---|
46 | 46 | | local governmental entities and private entities. |
---|
47 | 47 | | SECTION 3. This Act does not make an appropriation. A |
---|
48 | 48 | | provision in this Act that creates a new governmental program, |
---|
49 | 49 | | creates a new entitlement, or imposes a new duty on a governmental |
---|
50 | 50 | | entity is not mandatory during a fiscal period for which the |
---|
51 | 51 | | legislature has not made a specific appropriation to implement the |
---|
52 | 52 | | provision. |
---|
53 | 53 | | SECTION 4. This Act takes effect immediately if it receives |
---|
54 | 54 | | a vote of two-thirds of all the members elected to each house, as |
---|
55 | 55 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
56 | 56 | | Act does not receive the vote necessary for immediate effect, this |
---|
57 | 57 | | Act takes effect September 1, 2009. |
---|
