55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to creating a pilot project to reduce the need for
88 developmental education required for certain students entering
99 higher education.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter L, Chapter 39, Education Code, is
1212 amended by adding Section 39.367 to read as follows:
1313 Sec. 39.367. COLLEGE READINESS PILOT PROJECT. (a) Not
1414 later than January 1, 2010, the Texas Higher Education Coordinating
1515 Board shall establish a pilot project to provide funding and
1616 support to institutions of higher education to develop programs for
1717 early intervention to prepare high school students for academic
1818 skills assessments used to determine a student's readiness to
1919 enroll in freshman-level academic course work at an institution of
2020 higher education.
2121 (b) An institution of higher education shall apply to the
2222 coordinating board to participate in the pilot project. The
2323 coordinating board shall select not more than three institutions of
2424 higher education to participate based on:
2525 (1) the merit of the institution's proposed program;
2626 (2) the number of students to be served by the program;
2727 (3) the remediation or developmental needs of the
2828 community served by the program; and
2929 (4) other criteria as determined by the coordinating
3030 board.
3131 (c) The pilot project may be funded by appropriations, by
3232 gifts, grants, and donations, and by any other funds the
3333 coordinating board obtains, including federal funds, for the pilot
3434 project.
3535 (d) Not later than January 1 of each odd-numbered year, the
3636 coordinating board shall report to the governor and to the chair of
3737 each standing committee of each house of the legislature with
3838 jurisdiction over education regarding:
3939 (1) the effectiveness of programs funded under the
4040 pilot project established by this section in minimizing the need
4141 for developmental education; and
4242 (2) recommendations regarding implementing similar
4343 programs at other institutions of higher education.
4444 (e) This section expires January 1, 2015.
4545 SECTION 2. This Act takes effect immediately if it receives
4646 a vote of two-thirds of all the members elected to each house, as
4747 provided by Section 39, Article III, Texas Constitution. If this
4848 Act does not receive the vote necessary for immediate effect, this
4949 Act takes effect September 1, 2009.
