| 7 | 7 | | economic adjustment assistance grants. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 486.008, Government Code, is amended to |
|---|
| 10 | 10 | | read as follows: |
|---|
| 11 | 11 | | Sec. 486.008. EVALUATION OF APPLICATION. The panel shall |
|---|
| 12 | 12 | | evaluate each application and assign the applicant a score based |
|---|
| 13 | 13 | | on: |
|---|
| 14 | 14 | | (1) the significance of the adverse or positive effect |
|---|
| 15 | 15 | | within the local governmental entity, including the number of jobs |
|---|
| 16 | 16 | | lost or gained in relation to the workforce in the local |
|---|
| 17 | 17 | | governmental entity's jurisdiction and the effect on the area's |
|---|
| 18 | 18 | | economy and tax revenue; |
|---|
| 19 | 19 | | (2) the extent to which the local governmental entity |
|---|
| 20 | 20 | | has used its existing resources to promote local economic |
|---|
| 21 | 21 | | development; |
|---|
| 22 | 22 | | (3) the amount of any grant that the local |
|---|
| 23 | 23 | | governmental entity has previously received under this chapter; |
|---|
| 24 | 24 | | (4) the anticipated number of jobs to be created or |
|---|
| 25 | 25 | | retained in relation to the amount of the grant sought; and |
|---|
| 26 | 26 | | (5) the extent to which the grant will affect the |
|---|
| 27 | 27 | | region in which the local governmental entity is located. |
|---|
| 28 | 28 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 29 | 29 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 30 | 30 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 31 | 31 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 32 | 32 | | Act takes effect September 1, 2009. |
|---|
