66 relating to the criteria for evaluating requests for defense
77 economic adjustment assistance grants.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 486.008, Government Code, is amended to
1010 read as follows:
1111 Sec. 486.008. EVALUATION OF APPLICATION. The panel shall
1212 evaluate each application and assign the applicant a score based
1313 on:
1414 (1) the significance of the adverse or positive effect
1515 within the local governmental entity, including the number of jobs
1616 lost or gained in relation to the workforce in the local
1717 governmental entity's jurisdiction and the effect on the area's
1818 economy and tax revenue;
1919 (2) the extent to which the local governmental entity
2020 has used its existing resources to promote local economic
2121 development;
2222 (3) the amount of any grant that the local
2323 governmental entity has previously received under this chapter;
2424 (4) the anticipated number of jobs to be created or
2525 retained in relation to the amount of the grant sought; and
2626 (5) the extent to which the grant will affect the
2727 region in which the local governmental entity is located.
2828 SECTION 2. This Act takes effect immediately if it receives
2929 a vote of two-thirds of all the members elected to each house, as
3030 provided by Section 39, Article III, Texas Constitution. If this
3131 Act does not receive the vote necessary for immediate effect, this
3232 Act takes effect September 1, 2009.
