66 relating to best practices for public school student dropout
77 prevention and recovery.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter A, Chapter 7, Education Code, is
1010 amended by adding Section 7.0091 to read as follows:
1111 Sec. 7.0091. BEST PRACTICES FOR DROPOUT PREVENTION AND
1212 RECOVERY. In conjunction with the online clearinghouse of best
1313 practices information established under Section 7.009, the agency
1414 shall establish a dropout prevention assistance center to:
1515 (1) identify successful or promising school district,
1616 campus, or open-enrollment charter school dropout prevention and
1717 recovery programs;
1818 (2) collect and analyze performance data regarding
1919 programs described by Subdivision (1);
2020 (3) identify strategies or components common to
2121 programs described by Subdivision (1);
2222 (4) disseminate to school districts, open-enrollment
2323 charter schools, and regional education service centers
2424 information concerning programs described by Subdivision (1)
2525 through conferences, publications, toolkits, and posting to the
2626 online clearinghouse established under Section 7.009;
2727 (5) work in conjunction with regional education
2828 service centers to create needs assessments for districts and
2929 open-enrollment charter schools that are interested in determining
3030 which best practices for dropout prevention or recovery would be
3131 most appropriate for the district or charter school;
3232 (6) identify programs described by Subdivision (1)
3333 that educators or other employees of a school district,
3434 open-enrollment charter school, and regional education service
3535 center could visit and establish procedures for such learning
3636 visits; and
3737 (7) develop or collect and provide information for
3838 districts and open-enrollment charter schools interested in
3939 implementing a specific best practice for dropout prevention or
4040 recovery, including research concerning the efficacy of the
4141 practice and costs associated with and other resources needed for
4242 implementing the practice.
4343 SECTION 2. This Act does not make an appropriation. A
4444 provision in this Act that creates a new governmental program,
4545 creates a new entitlement, or imposes a new duty on a governmental
4646 entity is not mandatory during a fiscal period for which the
4747 legislature has not made a specific appropriation to implement the
4848 provision.
4949 SECTION 3. This Act takes effect immediately if it receives
5050 a vote of two-thirds of all the members elected to each house, as
5151 provided by Section 39, Article III, Texas Constitution. If this
5252 Act does not receive the vote necessary for immediate effect, this
5353 Act takes effect September 1, 2009.
