7 | 7 | | prevention and recovery. |

8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 9 | | SECTION 1. Subchapter A, Chapter 7, Education Code, is |
---|
10 | 10 | | amended by adding Section 7.0091 to read as follows: |
---|
11 | 11 | | Sec. 7.0091. BEST PRACTICES FOR DROPOUT PREVENTION AND |
---|
12 | 12 | | RECOVERY. In conjunction with the online clearinghouse of best |
---|
13 | 13 | | practices information established under Section 7.009, the agency |
---|
14 | 14 | | shall establish a dropout prevention assistance center to: |
---|
15 | 15 | | (1) identify successful or promising school district, |
---|
16 | 16 | | campus, or open-enrollment charter school dropout prevention and |
---|
17 | 17 | | recovery programs; |
---|
18 | 18 | | (2) collect and analyze performance data regarding |
---|
19 | 19 | | programs described by Subdivision (1); |
---|
20 | 20 | | (3) identify strategies or components common to |
---|
21 | 21 | | programs described by Subdivision (1); |
---|
22 | 22 | | (4) disseminate to school districts, open-enrollment |
---|
23 | 23 | | charter schools, and regional education service centers |
---|
24 | 24 | | information concerning programs described by Subdivision (1) |
---|
25 | 25 | | through conferences, publications, toolkits, and posting to the |
---|
26 | 26 | | online clearinghouse established under Section 7.009; |
---|
27 | 27 | | (5) work in conjunction with regional education |
---|
28 | 28 | | service centers to create needs assessments for districts and |
---|
29 | 29 | | open-enrollment charter schools that are interested in determining |
---|
30 | 30 | | which best practices for dropout prevention or recovery would be |
---|
31 | 31 | | most appropriate for the district or charter school; |
---|
32 | 32 | | (6) identify programs described by Subdivision (1) |
---|
33 | 33 | | that educators or other employees of a school district, |
---|
34 | 34 | | open-enrollment charter school, and regional education service |
---|
35 | 35 | | center could visit and establish procedures for such learning |
---|
36 | 36 | | visits; and |
---|
37 | 37 | | (7) develop or collect and provide information for |
---|
38 | 38 | | districts and open-enrollment charter schools interested in |
---|
39 | 39 | | implementing a specific best practice for dropout prevention or |
---|
40 | 40 | | recovery, including research concerning the efficacy of the |
---|
41 | 41 | | practice and costs associated with and other resources needed for |
---|
42 | 42 | | implementing the practice. |
---|
43 | 43 | | SECTION 2. This Act does not make an appropriation. A |
---|
44 | 44 | | provision in this Act that creates a new governmental program, |
---|
45 | 45 | | creates a new entitlement, or imposes a new duty on a governmental |
---|
46 | 46 | | entity is not mandatory during a fiscal period for which the |
---|
47 | 47 | | legislature has not made a specific appropriation to implement the |
---|
48 | 48 | | provision. |
---|
49 | 49 | | SECTION 3. This Act takes effect immediately if it receives |
---|
50 | 50 | | a vote of two-thirds of all the members elected to each house, as |
---|
51 | 51 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
52 | 52 | | Act does not receive the vote necessary for immediate effect, this |
---|
53 | 53 | | Act takes effect September 1, 2009. |
