88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 21.041, Education Code, is amended by
1010 amending Subsection (c) and adding Subsection (d) to read as
1111 follows:
1212 (c) The board shall propose a rule adopting a fee for the
1313 issuance and maintenance of an educator certificate that, when
1414 combined with any fees imposed under Subsection (d), is adequate to
1515 cover the cost of administration of this subchapter.
1616 (d) The board may propose a rule adopting a fee for the
1717 approval or renewal of approval of an educator preparation program,
1818 or for the addition of a certificate or field of certification to
1919 the scope of a program's approval. A fee imposed under this
2020 subsection may not exceed the amount necessary, as determined by
2121 the board, to provide for the administrative cost of approving,
2222 renewing the approval of, and appropriately ensuring the
2323 accountability of educator preparation programs under this
2424 subchapter.
2525 SECTION 2. Subchapter B, Chapter 21, Education Code, is
2626 amended by amending Section 21.045 and adding Sections 21.0451 and
2727 21.0452 to read as follows:
2828 Sec. 21.045. ACCOUNTABILITY SYSTEM FOR EDUCATOR
2929 PREPARATION PROGRAMS. (a) The board shall propose rules
3030 establishing standards to govern the approval and continuing
3131 accountability of all educator preparation programs based on the
3232 following information that is disaggregated with respect to sex and
3333 ethnicity [and that includes]:
3434 (1) results of the certification examinations
3535 prescribed under Section 21.048(a); [and]
3636 (2) performance based on the appraisal system for
3737 beginning teachers adopted by the board;
3838 (3) achievement, including improvement in
3939 achievement, of students taught by beginning teachers for the first
4040 three years following certification, to the extent practicable; and
4141 (4) compliance with board requirements regarding the
4242 frequency, duration, and quality of structural guidance and ongoing
4343 support provided by field supervisors to beginning teachers during
4444 their first year in the classroom.
4545 (b) Each educator preparation program shall submit data
4646 elements as required by the board for an annual performance report
4747 to ensure access and equity. At a minimum, the annual report must
4848 contain the performance data from Subsection (a), other than the
4949 data required for purposes of Subsection (a)(3), and the following
5050 information, disaggregated by sex and ethnicity:
5151 (1) the number of candidates who apply;
5252 (2) the number of candidates admitted;
5353 (3) the number of candidates retained;
5454 (4) the number of candidates completing the program;
5555 (5) the number of candidates employed in the
5656 profession after completing the program; [and]
5757 (6) the number of candidates retained in the
5858 profession; and
5959 (7) any other information required by federal law.
6060 (c) The board shall propose rules establishing performance
6161 standards for the Accountability System for Educator Preparation
6262 for accrediting educator preparation programs. At a minimum,
6363 performance standards must be based on Subsection (a). The board
6464 may propose rules establishing minimum standards for approval or
6565 renewal of approval of:
6666 (1) educator preparation programs; or
6767 (2) certification fields authorized to be offered by
6868 an educator preparation program.
6969 Sec. 21.0451. SANCTIONS UNDER ACCOUNTABILITY SYSTEM FOR
7070 EDUCATOR PREPARATION PROGRAMS. (a) The board shall propose rules
7171 for the sanction of educator preparation programs that do not meet
7272 accountability standards and shall annually review the
7373 accreditation status of each educator preparation program. The
7474 rules:
7575 (1) shall provide for the assignment of the following
7676 accreditation statuses:
7777 (A) not rated;
7878 (B) accredited;
7979 (C) accredited-warned;
8080 (D) accredited-probation; and
8181 (E) not accredited-revoked;
8282 (2) may provide for the agency to take any necessary
8383 action, including one or more of the following actions:
8484 (A) requiring the program to obtain technical
8585 assistance approved by the agency or board;
8686 (B) requiring the program to obtain professional
8787 services under contract with another person;
8888 (C) appointing a monitor to participate in and
8989 report to the board on the activities of the program; and
9090 (D) if a program has been rated as
9191 accredited-probation under the Accountability System for Educator
9292 Preparation for a period of at least one year, revoking the approval
9393 of the program and ordering the program to be closed, provided that
9494 the board or agency must provide the opportunity for a hearing
9595 before the effective date of the closure; and
9696 (3) shall provide for the agency to revoke the
9797 approval of the program and order the program to be closed if the
9898 program has been rated as accredited-probation under the
9999 Accountability System for Educator Preparation for three
100100 consecutive years, provided that the board or agency must provide
101101 the opportunity for a hearing before the effective date of the
102102 closure.
103103 (b) Any action authorized or required to be taken against an
104104 educator preparation program under Subsection (a) may also be taken
105105 with regard to a particular field of certification authorized to be
106106 offered by an educator preparation program.
107107 (c) A permissive revocation under Subsection (a)(2) or
108108 required revocation under Subsection (a)(3) must be effective for a
109109 period of at least two years. After two years, the program may seek
110110 renewed approval to prepare educators for state certification.
111111 (d) The costs of technical assistance required under
112112 Subsection (a)(2)(A) or the costs associated with the appointment
113113 of a monitor under Subsection (a)(2)(C) shall be paid by the sponsor
114114 of the educator preparation program [The executive director of the
115115 board shall appoint an oversight team of educators to make
116116 recommendations and provide assistance to educator preparation
117117 programs that do not meet accreditation standards. If, after one
118118 year, an educator preparation program has not fulfilled the
119119 recommendations of the oversight team, the executive director shall
120120 appoint a person to administer and manage the operations of the
121121 program. If the program does not improve after two years, the board
122122 shall revoke the approval of the program to prepare educators for
123123 state certification].
124124 Sec. 21.0452. CONSUMER INFORMATION REGARDING EDUCATOR
125125 PREPARATION PROGRAMS. (a) To assist persons interested in
126126 obtaining teaching certification in selecting an educator
127127 preparation program and assist school districts in making staffing
128128 decisions, the board shall make information regarding educator
129129 programs in this state available to the public through the board's
130130 Internet website.
131131 (b) The board shall make available at least the following
132132 information regarding each educator preparation program:
133133 (1) the information specified in Sections 21.045(a)
134134 and (b);
135135 (2) in addition to any other appropriate information
136136 indicating the quality of persons admitted to the program, the
137137 average academic qualifications possessed by persons admitted to
138138 the program, including:
139139 (A) average overall grade point average and
140140 average grade point average in specific subject areas; and
141141 (B) average scores on the Scholastic Assessment
142142 Test (SAT), the American College Test (ACT), or the Graduate Record
143143 Examination (GRE), as applicable;
144144 (3) the degree to which persons who complete the
145145 program are successful in obtaining teaching positions;
146146 (4) the extent to which the program prepares teachers,
147147 including general education teachers and special education
148148 teachers, to effectively teach:
149149 (A) students with disabilities; and
150150 (B) students of limited English proficiency, as
151151 defined by Section 29.052;
152152 (5) the activities offered by the program that are
153153 designed to prepare teachers to:
154154 (A) integrate technology effectively into
155155 curricula and instruction, including activities consistent with
156156 the principles of universal design for learning; and
157157 (B) use technology effectively to collect,
158158 manage, and analyze data to improve teaching and learning for the
159159 purpose of increasing student academic achievement;
160160 (6) the perseverance of beginning teachers in the
161161 profession, as determined on the basis of the number of beginning
162162 teachers who maintain status as active contributing members in the
163163 Teacher Retirement System of Texas for at least three years after
164164 certification in comparison to similar programs;
165165 (7) the results of exit surveys given to program
166166 participants on completion of the program that involve evaluation
167167 of the program's effectiveness in preparing participants to succeed
168168 in the classroom; and
169169 (8) the results of surveys given to school principals
170170 that involve evaluation of the program's effectiveness in preparing
171171 participants to succeed in the classroom, based on experience with
172172 employed program participants.
173173 (c) For purposes of Subsection (b)(7), the board shall
174174 require an educator preparation program to distribute an exit
175175 survey that a program participant must complete before the
176176 participant is eligible to receive a certificate under this
177177 subchapter.
178178 (d) For purposes of Subsections (b)(7) and (8), the board
179179 shall develop surveys for distribution to program participants and
180180 school principals.
181181 (e) The board may develop procedures under which each
182182 educator preparation program receives a designation or ranking
183183 based on the information required to be made available under
184184 Subsection (b). If the board develops procedures under this
185185 subsection, the designation or ranking received by each program
186186 must be included in the information made available under this
187187 section.
188188 (f) In addition to other information required to be made
189189 available under this section, the board shall provide information
190190 identifying employment opportunities for teachers in the various
191191 regions of this state. The board shall specifically identify each
192192 region of this state in which a shortage of qualified teachers
193193 exists.
194194 (g) The board may require any person to provide information
195195 to the board for purposes of this section.
196196 SECTION 3. Subtitle A, Title 3, Education Code, is amended
197197 by adding Chapter 51A to read as follows:
198198 CHAPTER 51A. ONLINE INSTITUTION RESUMES FOR INSTITUTIONS OF HIGHER
199199 EDUCATION
200200 SUBCHAPTER A. GENERAL PROVISIONS
201201 Sec. 51A.001. DEFINITIONS. In this chapter:
202202 (1) "Coordinating board" means the Texas Higher
203203 Education Coordinating Board.
204204 (2) "General academic teaching institution,"
205205 "institution of higher education," "medical and dental unit,"
206206 "public state college," and "public technical institute" have the
207207 meanings assigned by Section 61.003.
208208 Sec. 51A.002. POWERS AND DUTIES OF COORDINATING BOARD
209209 RELATING TO INSTITUTION RESUMES; GENERAL REQUIREMENTS FOR
210210 INSTITUTION RESUMES. (a) The coordinating board, in consultation
211211 with each institution of higher education to which this chapter
212212 applies, shall develop and maintain online resumes for each of
213213 those institutions.
214214 (b) The coordinating board shall:
215215 (1) request from each institution of higher education
216216 to which this chapter applies any information the coordinating
217217 board considers necessary for the coordinating board to include
218218 information or calculate data required to be included in the
219219 institution's resume;
220220 (2) establish for each institution of higher education
221221 to which this chapter applies a list of representative in-state and
222222 out-of-state peer institutions and maintain that list on the
223223 coordinating board's Internet website;
224224 (3) ensure that each of an institution of higher
225225 education's online resumes:
226226 (A) is available to the public on the
227227 coordinating board's Internet website, in a one-page format if
228228 possible, and is accessible through a link that appears in a
229229 prominent place on the coordinating board's Internet website home
230230 page;
231231 (B) uses enhanced, user-friendly search
232232 capabilities to ensure that the information required to be included
233233 in the resume is easily accessible to the persons for whom the
234234 resume is designed; and
235235 (C) includes a clearly identifiable link to
236236 information on the coordinating board's Internet website regarding
237237 the coordinating board's higher education accountability system;
238238 and
239239 (4) ensure that the information provided in each
240240 resume is accurate and up to date and includes the most recent data
241241 available for out-of-state peer institutions.
242242 (c) The coordinating board may modify, as the coordinating
243243 board considers necessary, national data regarding an
244244 institution's out-of-state peer institutions to ensure uniformity
245245 in the comparison of that data to data regarding the institution for
246246 which the resume is created and the institution's in-state peer
247247 institutions in a resume under this chapter.
248248 (d) The coordinating board is not required to include in the
249249 resume any category of information that is unavailable to the
250250 coordinating board.
251251 Sec. 51A.003. DUTIES OF INSTITUTIONS OF HIGHER EDUCATION
252252 RELATING TO INSTITUTION RESUMES. Each institution of higher
253253 education to which this chapter applies shall:
254254 (1) submit to the coordinating board any information
255255 requested by the coordinating board as necessary for the
256256 coordinating board to include information or calculate data
257257 required to be included in the institution's resumes; and
258258 (2) ensure that the institution's Internet website
259259 home page includes, in a prominent place, an accessible link to the
260260 institution's online resumes maintained on the coordinating board's
261261 Internet website.

263263 SUBCHAPTER B. ONLINE INSTITUTION RESUMES FOR FOUR-YEAR GENERAL
264264 ACADEMIC TEACHING INSTITUTIONS
265265 Sec. 51A.051. APPLICABILITY OF SUBCHAPTER. This subchapter
266266 applies only to general academic teaching institutions, other than
267267 public state colleges.
268268 Sec. 51A.052. INSTITUTION RESUME FOR LEGISLATORS AND OTHER
269269 POLICY MAKERS. (a) The coordinating board shall maintain for each
270270 institution to which this subchapter applies an online resume that
271271 is designed for use by legislators and other interested policy
272272 makers.
273273 (b) The resume required by this section must identify:
274274 (1) the institutional grouping to which the
275275 institution is assigned under the coordinating board's higher
276276 education accountability system; and
277277 (2) the institution's in-state and out-of-state peer
278278 institutions.
279279 (c) For purposes of this section, information required to be
280280 included in the resume regarding the institution's in-state or
281281 out-of-state peer institutions must be listed in the form of the
282282 average of that information for those institutions unless otherwise
283283 prescribed by coordinating board rule.
284284 (d) The resume must include the following information
285285 relating to the institution for the most recent state fiscal year
286286 for which the information is available and compare that information
287287 to the same information for the state fiscal year preceding the most
288288 recent state fiscal year for which the information is available and
289289 the state fiscal year preceding the most recent state fiscal year
290290 for which the information is available by five years:
291291 (1) under the heading "ENROLLMENT," the total number
292292 of students enrolled in the institution during the fall semester
293293 that ended in the fiscal year covered by the resume;
294294 (2) under the heading "COSTS," the average annual
295295 total academic costs for a resident undergraduate student enrolled
296296 in 30 semester credit hours:
297297 (A) at the institution; and
298298 (B) at the institution's in-state and
299299 out-of-state peer institutions;
300300 (3) under the heading "STUDENT SUCCESS":
301301 (A) the retention rate of first-time, full-time,
302302 degree-seeking entering undergraduate students:
303303 (i) enrolled in the institution after one
304304 academic year and after two academic years; and
305305 (ii) enrolled in the institution's in-state
306306 peer institutions after two academic years;
307307 (B) the percentage of undergraduate students
308308 requiring developmental education who, after six years from
309309 entering the institution, graduated from or are still enrolled in:
310310 (i) the institution; and
311311 (ii) the institution's in-state peer
312312 institutions;
313313 (C) the four-year and six-year graduation rates
314314 of full-time degree-seeking students:
315315 (i) at the institution; and
316316 (ii) at the institution's in-state and
317317 out-of-state peer institutions; and
318318 (D) the average number of fall and spring
319319 semesters of enrollment attempted by a student to obtain a
320320 bachelor's degree:
321321 (i) at the institution; and
322322 (ii) at the institution's in-state peer
323323 institutions; and
324324 (4) under the heading "FUNDING":
325325 (A) the total amount of money appropriated by the
326326 legislature to the institution, including money appropriated for
327327 faculty and staff health coverage and retirement benefits; and
328328 (B) the total amount of money from any source
329329 available to the institution in that state fiscal year.
330330 Sec. 51A.053. INSTITUTION RESUME FOR PROSPECTIVE STUDENTS,
331331 PARENTS, AND MEMBERS OF THE PUBLIC. (a) The coordinating board
332332 shall maintain for each institution to which this subchapter
333333 applies an online resume that is designed for use by prospective
334334 students of the institution, their parents, and other interested
335335 members of the public. A resume required for an institution under
336336 this section is not required to include information that the
337337 coordinating board considers to be substantially duplicative of
338338 information reported and available to the public through the
339339 Voluntary System of Accountability Program.
340340 (b) The resume must identify:
341341 (1) the institutional grouping to which the
342342 institution is assigned under the coordinating board's higher
343343 education accountability system; and
344344 (2) the institution's in-state peer institutions.
345345 (c) Except as otherwise provided by the coordinating board
346346 under Subsection (a), the resume must include the following
347347 information relating to the most recent state fiscal year for which
348348 the information is available:
349349 (1) under the heading "ENROLLMENT":
350350 (A) the total number of students enrolled in the
351351 institution during the fall semester that ended in the fiscal year
352352 covered by the resume; and
353353 (B) a clearly identifiable link to the
354354 information described by Paragraph (A) disaggregated by student
355355 ethnicity;
356356 (2) under the heading "DEGREES AWARDED":
357357 (A) the number of bachelor's degrees, number of
358358 master's degrees, number of doctoral degrees, and number of
359359 professional degrees awarded by the institution; and
360360 (B) a clearly identifiable link to the
361361 information described by Paragraph (A) disaggregated by student
362362 ethnicity;
363363 (3) under the heading "COSTS":
364364 (A) the average annual total academic costs for a
365365 resident undergraduate student enrolled in 30 semester credit hours
366366 at the institution;
367367 (B) clearly identifiable links to information
368368 regarding:
369369 (i) the rate or rates of tuition per
370370 semester credit hour charged by the institution;
371371 (ii) any mandatory fees, as defined by the
372372 coordinating board, imposed by the institution; and
373373 (iii) the amount and percentage by which
374374 the institution has increased tuition for a degree program or
375375 course level during the state fiscal year covered by the resume;
376376 (C) the average cost of on-campus room and board
377377 per student; and
378378 (D) the average cost to a resident undergraduate
379379 student enrolled in 30 semester credit hours for total academic
380380 costs and on-campus room and board, excluding the cost of books,
381381 supplies, transportation, or other expenses;
382382 (4) under the heading "FINANCIAL AID":
383383 (A) the percentage of undergraduate students
384384 enrolled in the institution who receive need-based grants or
385385 scholarships;
386386 (B) the percentage of undergraduate students
387387 enrolled in the institution who receive need-based grants,
388388 scholarships, loans, or work-study funds;
389389 (C) the average amount of an undergraduate
390390 student's need-based grant and scholarship package; and
391391 (D) the average amount of an undergraduate
392392 student's need-based grant, scholarship, loan, and work-study
393393 package;
394394 (5) under the heading "ADMISSIONS":
395395 (A) the middle 50 percent test score range of
396396 first-time undergraduate students at the institution whose
397397 Scholastic Assessment Test (SAT) scores were in the 25th to 75th
398398 percentile of students' scores at that institution;
399399 (B) the middle 50 percent test score range of
400400 first-time undergraduate students at the institution whose
401401 American College Test (ACT) scores were in the 25th to 75th
402402 percentile of students' scores at that institution; and
403403 (C) the percentage of the students who applied
404404 for first-time undergraduate admission to the institution who were
405405 offered admission to the institution;
406406 (6) under the heading "INSTRUCTION":
407407 (A) the student/faculty ratio at the
408408 institution;
409409 (B) the percentage of organized undergraduate
410410 classes offered by the institution in which fewer than 20 students
411411 are enrolled;
412412 (C) the percentage of organized undergraduate
413413 classes offered by the institution in which more than 50 students
414414 are enrolled; and
415415 (D) the percentage of teaching faculty members of
416416 the institution who are tenured or tenure-track;
417417 (7) under the heading "BACCALAUREATE SUCCESS":
418418 (A) four-year, five-year, and six-year
419419 graduation rates for full-time bachelor's degree-seeking students
420420 at the institution, and links to that information disaggregated by
421421 student ethnicity; and
422422 (B) the average number of fall and spring
423423 semesters of enrollment attempted by a student to obtain a
424424 bachelor's degree; and
425425 (8) under the heading "FIRST-TIME LICENSURE OR
426426 CERTIFICATION EXAMINATION PASS RATES," the first-time licensure or
427427 certification examination pass rates in the fields of education,
428428 law, pharmacy, nursing, and engineering of students enrolled in the
429429 institution or who have graduated from the institution.

431431 SUBCHAPTER C. INSTITUTION RESUMES FOR LOWER-DIVISION INSTITUTIONS
432432 Sec. 51A.101. APPLICABILITY OF SUBCHAPTER. This subchapter
433433 applies only to the following institutions of higher education:
434434 (1) public junior colleges;
435435 (2) public technical institutes; and
436436 (3) public state colleges.
437437 Sec. 51A.102. INSTITUTION RESUME FOR LEGISLATORS AND OTHER
438438 POLICY MAKERS. (a) The coordinating board shall maintain for each
439439 institution to which this subchapter applies an online resume for
440440 the institution designed for use by legislators and other
441441 interested policy makers.
442442 (b) The resume must identify:
443443 (1) the institutional grouping to which the
444444 institution is assigned under the coordinating board's higher
445445 education accountability system; and
446446 (2) the institution's in-state peer institutions.
447447 (c) For purposes of this section, information required to be
448448 included in the resume regarding the institution's in-state peer
449449 institutions must be listed in the form of the average of that
450450 information for those institutions unless otherwise prescribed by
451451 coordinating board rule.
452452 (d) The resume must include the following information
453453 relating to the institution for the most recent state fiscal year
454454 for which the information is available and compare that information
455455 to the same information for the state fiscal year preceding the most
456456 recent state fiscal year for which the information is available and
457457 the state fiscal year preceding the most recent state fiscal year
458458 for which the information is available by five years:
459459 (1) under the heading "ENROLLMENT," the total number
460460 of students enrolled in the institution for course credit during
461461 the fall semester that ended in the fiscal year covered by the
462462 resume;
463463 (2) under the heading "COSTS," the average annual
464464 total academic costs, which for a junior college must include those
465465 costs for an in-district and an out-of-district student, for a
466466 student enrolled in 30 semester credit hours toward a two-year
467467 degree or certificate:
468468 (A) at the institution; and
469469 (B) at the institution's in-state peer
470470 institutions;
471471 (3) under the heading "STUDENT SUCCESS":
472472 (A) the retention rate of first-time, full-time,
473473 credential-seeking entering undergraduate students:
474474 (i) enrolled in the institution after two
475475 academic years; and
476476 (ii) enrolled in the institution's in-state
477477 peer institutions after two academic years;
478478 (B) the percentage of undergraduate students
479479 requiring developmental education who, after three years from
480480 entering the institution, graduated from or are still enrolled in:
481481 (i) the institution; and
482482 (ii) the institution's in-state peer
483483 institutions;
484484 (C) the three-year, four-year, and six-year
485485 graduation rates of full-time credential-seeking students:
486486 (i) at the institution; and
487487 (ii) at the institution's in-state peer
488488 institutions;
489489 (D) the percentage of students who transferred to
490490 a general academic teaching institution or equivalent institution
491491 of higher education, as determined using the accountability system
492492 definition of a transfer student:
493493 (i) from the institution; and
494494 (ii) from the institution's in-state peer
495495 institutions; and
496496 (E) the percentage of graduates from the
497497 preceding academic year who, as of the fall semester that ended in
498498 the fiscal year covered by the resume, were either employed or
499499 enrolled in a general academic teaching institution or equivalent
500500 institution of higher education for:
501501 (i) the institution; and
502502 (ii) the institution's in-state peer
503503 institutions; and
504504 (4) under the heading "FUNDING":
505505 (A) the total amount of money appropriated by the
506506 legislature to the institution for that state fiscal year,
507507 including money appropriated for faculty and staff health coverage
508508 and retirement benefits;
509509 (B) the total amount of money from any source
510510 available to the institution in that state fiscal year; and
511511 (C) the tax rate per $100 valuation of taxable
512512 property imposed by the junior college district, if the institution
513513 is a public junior college.
514514 Sec. 51A.103. INSTITUTION RESUME FOR PROSPECTIVE STUDENTS,
515515 PARENTS, AND OTHER MEMBERS OF THE PUBLIC. (a) The coordinating
516516 board shall maintain for each institution to which this subchapter
517517 applies an online resume that is designed for use by prospective
518518 students of the institution, their parents, and other interested
519519 members of the public.
520520 (b) The resume must identify:
521521 (1) the institutional grouping to which the
522522 institution is assigned under the coordinating board's higher
523523 education accountability system; and
524524 (2) the institution's in-state peer institutions.
525525 (c) For purposes of this section, information required to be
526526 included in the resume regarding the institution's in-state peer
527527 institutions must be listed in the form of the average of that
528528 information for those institutions unless otherwise prescribed by
529529 coordinating board rule.
530530 (d) The resume must include the following information
531531 relating to the most recent state fiscal year for which the
532532 information is available:
533533 (1) under the heading "ENROLLMENT":
534534 (A) the total number of students enrolled during
535535 the fall semester that ended in the fiscal year covered by the
536536 resume:
537537 (i) at the institution; and
538538 (ii) at the institution's in-state peer
539539 institutions; and

595595 graduation rates of full-time degree-seeking students:
596596 (i) at the institution; and

599599 (D) the percentage of students who transferred to
600600 a general academic teaching institution or equivalent institution
601601 of higher education, as determined using the accountability system
602602 definition of a transfer student:
603603 (i) from the institution; and
604604 (ii) from the institution's in-state peer

606606 (E) the percentage of graduates from the
607607 preceding academic year who, as of the fall semester that ended in
608608 the fiscal year covered by the resume, were either employed or

615615 SUBCHAPTER D. ONLINE INSTITUTION RESUMES FOR MEDICAL AND DENTAL
616616 UNITS
617617 Sec. 51A.151. APPLICABILITY OF SUBCHAPTER. This subchapter
618618 applies only to medical and dental units.
619619 Sec. 51A.152. INSTITUTION RESUME FOR LEGISLATORS AND OTHER
620620 POLICY MAKERS. (a) The coordinating board shall maintain for each
621621 institution to which this subchapter applies an online resume
622622 designed for use by legislators and other interested policy makers.
623623 (b) The resume must identify:
624624 (1) the institutional grouping to which the
625625 institution is assigned under the coordinating board's higher
626626 education accountability system; and
627627 (2) the institution's in-state and out-of-state peer
628628 institutions.
629629 (c) For purposes of this section, information required to be
630630 included in the resume regarding the institution's in-state or
631631 out-of-state peer institutions must be listed in the form of the
632632 average of that information for those institutions unless otherwise
633633 prescribed by coordinating board rule.
634634 (d) The resume must include the following information
635635 relating to the institution for the most recent state fiscal year
636636 for which the information is available and compare that information
637637 to the same information for the state fiscal year preceding the most
638638 recent state fiscal year for which the information is available and
639639 the state fiscal year preceding the most recent state fiscal year
640640 for which the information is available by five years:
641641 (1) under the heading "ENROLLMENT":
642642 (A) the total number of students enrolled in the
643643 institution during the fall semester that ended in the fiscal year
644644 covered by the resume;
645645 (B) if applicable, the total number of students
646646 enrolled in the institution's medical school during that fall
647647 semester; and
648648 (C) if applicable, the total number of physicians
649649 certified by the institution annually on September 1 as training in
650650 residency programs accredited by the Accreditation Council for
651651 Graduate Medical Education or the American Osteopathic
652652 Association;
653653 (2) under the heading "COSTS," the average annual
654654 total academic costs, including those costs identified by type of
655655 degree program if required by coordinating board rule, for a
656656 resident, full-time undergraduate student and for a resident,
657657 full-time graduate student:
658658 (A) at the institution; and
659659 (B) at the institution's in-state and
660660 out-of-state peer institutions;
661661 (3) under the heading "STUDENT SUCCESS":
662662 (A) if applicable, the percentage of medical
663663 school students who pass Part 1 or Part 2 of any examination
664664 administered or accepted for a medical license under Subtitle B,
665665 Title 3, Occupations Code:
666666 (i) at the institution; and
667667 (ii) at the institution's in-state and
668668 out-of-state peer institutions;
669669 (B) if applicable, the percentage of medical
670670 school students who are practicing primary care in this state:
671671 (i) after graduating from the institution;
672672 and
673673 (ii) after graduating from the
674674 institution's in-state peer institutions;
675675 (C) the number of nursing degrees or allied
676676 health degrees awarded for each level:
677677 (i) by the institution; and
678678 (ii) by the institution's in-state and
679679 out-of-state peer institutions; and
680680 (D) the estimated total amount of the
681681 institution's research expenditures for the most recent state
682682 fiscal year available; and
683683 (4) under the heading "FUNDING":
684684 (A) the total amount of money appropriated by the
685685 legislature to the institution, including money appropriated for
686686 faculty and staff health coverage and retirement benefits, for that
687687 state fiscal year; and
688688 (B) the total amount of money from any source
689689 available to the institution for that state fiscal year.
690690 Sec. 51A.153. INSTITUTION RESUME FOR PROSPECTIVE STUDENTS,
691691 PARENTS, AND OTHER MEMBERS OF THE PUBLIC. (a) The coordinating
692692 board shall maintain for each institution to which this subchapter
693693 applies an online resume that is designed for use by prospective
694694 students of the institution, their parents, and other interested
695695 members of the public.
696696 (b) The resume must identify:
697697 (1) the institutional grouping to which the
698698 institution is assigned under the coordinating board's higher
699699 education accountability system; and
700700 (2) the institution's in-state and out-of-state peer
701701 institutions.
702702 (c) For purposes of this section, information required to be
703703 included in the resume regarding the institution's in-state peer
704704 institutions must be listed in the form of the average of that
705705 information for those institutions unless otherwise prescribed by
706706 coordinating board rules.
707707 (d) The resume must include the following information
708708 relating to the most recent state fiscal year for which the
709709 information is available:
710710 (1) under the heading "ENROLLMENT," with clearly
711711 identifiable links to the information disaggregated by student
712712 ethnicity:
713713 (A) the total number of students enrolled in the
714714 institution during the fall semester that ended in the fiscal year
715715 covered by the resume;
716716 (B) if applicable, the total number of students
717717 enrolled in the institution's medical school during that fall
718718 semester; and
719719 (C) if applicable, the total number of physicians
720720 certified by the institution annually on September 1 as training in
721721 residency programs accredited by the Accreditation Council for
722722 Graduate Medical Education or the American Osteopathic Association
723723 at the institution on the most recent September 1 for which the
724724 information is available;
725725 (2) under the heading "COSTS":
726726 (A) the average annual total academic costs,
727727 including those costs identified by type of degree program if
728728 required by coordinating board rule, for a resident, full-time
729729 student at the institution;
730730 (B) clearly identifiable links to information
731731 regarding:
732732 (i) the tuition per academic year charged
733733 by the institution under Section 54.051;
734734 (ii) any mandatory fees, as defined by the
735735 coordinating board, imposed by the institution; and
736736 (iii) the amount and percentage by which
737737 the institution has increased tuition for a degree program or
738738 course level during the five state fiscal years preceding the state
739739 fiscal year covered by the resume; and
740740 (C) the average cost to a resident undergraduate
741741 student enrolled in 30 semester credit hours for tuition and fees;
742742 (3) under the heading "FINANCIAL AID":
743743 (A) the percentage of graduate students enrolled
744744 in the institution who receive need-based grants or scholarships;
745745 (B) the percentage of graduate students enrolled
746746 in the institution who receive need-based grants, scholarships,
747747 loans, or work-study funds;
748748 (C) the average amount of a graduate student's
749749 need-based grant and scholarship package; and
750750 (D) the average amount of a graduate student's
751751 need-based grant, scholarship, loan, and work-study package;
752752 (4) under the heading "STUDENT SUCCESS":
753753 (A) if applicable, the percentage of medical
754754 school students who pass Part 1 or Part 2 of any examination
755755 administered or accepted for a medical license under Subtitle B,
756756 Title 3, Occupations Code:
757757 (i) at the institution; and

776776 students who are enrolled in or have graduated from:
777777 (A) the institution; and
778778 (B) the institution's in-state peer
779779 institutions.
780780 SECTION 4. The Texas Higher Education Coordinating Board
781781 shall create the online institution resumes required by Chapter
782782 51A, Education Code, as added by this Act, and provide the resumes
783783 on the board's Internet website not later than February 1, 2010.
784784 SECTION 5. This Act takes effect immediately if it receives
785785 a vote of two-thirds of all the members elected to each house, as
786786 provided by Section 39, Article III, Texas Constitution. If this
787787 Act does not receive the vote necessary for immediate effect, this
788788 Act takes effect September 1, 2009.
